Description
Administer and operate critical Electric Supervisory Control and Data Acquisition (SCADA) systems, peripherals, associated operating systems, application software, high-speed communication hardware and software for protection of high voltage lines as well as communications. Maintain AMI (Advanced Metering Infrastructure) communication network system. Interface with end users, technical support personnel, dispatch operations, the Electric Reliability Council of Texas (ERCOT) and department personnel involved in compliance. Collaborate with IT, as needed, on Cyber Security, projects, and other initiatives that are at the intersection of IT and OT.
Principal Duties
- Review NERC standard for applicability to COCS and implement processes and procedures to ensure compliance.
- Manage security of the Network to include cameras, firewall, protection of licensed software, premise security systems, and access to data on all servers. Perform routine network administration (add users, print servers, profiles, etc) as required including the management of the system and database.
- Oversee/perform the installation and repair of SCADA computer equipment. Install server and workstation operating systems and upgrades and consult with users to determine their information needs.
- Administer new releases and patches of system/application software and hardware. Install, evaluate and thoroughly test modifications of software in a test environment prior to placement in service. Generate the required NERC CIP compliance documentation.
- Administer, maintain, monitor, and install SCADA and AMI communications network consisting of radio communications, fiber communications, leased circuits, and associated ERCOT WAN systems.
- Design and maintain application programs and update all associated drawings. Responsible for all system backups and historical data archives.
- Develop, update, and maintain system and user documentation and manuals, including standard operating procedures and technical guides.
- Assess the need for repair/replacement/upgrade of SCADA hardware and operating system software to include changes to memory, disk space, WAN connectivity, and processing speed.
- Provide operational and compliance training and consult with users to arrive at practical methods of data input, output and reporting as requested. Design, prepare, and test programs, system commands, and utility procedures as necessary or requested by users.
- Coordinate with vendors regarding hardware maintenance, software maintenance and warranty information.
- Perform other duties as assigned.
Qualifications
Required:
Associate's Degree in Computer Science or other computer related field, or a minimum of three (3) years experience as a Systems Analyst or Network/Systems Administrator; or, an equivalent combination of education and experience. Valid Texas Driver's License. Excellent communication and interpersonal skills. Available for on-call duty and emergency response. Must maintain a residence within 40 minute response time within 6 months of date of hire.
Preferred:
Knowledge and experience with computer networks, communication network systems, Windows operating systems, information and data security, and background in electrical systems control application systems.
