The purpose of this position is to perform a wide variety of legislative analyses and research projects in support of the Colorado Springs Police Department.

Essential Job Functions - the basic job duties an employee must be able to perform:

  • Review, track, and analyze pending state and federal legislation; gather and synthesize input from internal subject matter experts; review comparable legislation and prepare reports on findings; and communicate proposed legislation to appropriate stakeholders.
  • Draft detailed responses to proposed public policy that educate others about potential criminal justice and community safety implications. 
  • Draft bill summaries and list changes to department systems and reference guides when statutes and ordinances change or upon request; draft suggested policy changes as assigned. 
  • Conduct research to improve service delivery, programs, and procedures; and to assist in benchmarking the department's data, practices, policies, and programs with other criminal justice agencies and other industries.
  • Research and review law enforcement and criminal justice technical and professional publications and report findings.
  • Collect, analyze, and synthesize complex and comprehensive information into written reports.

We are looking for candidates who demonstrate:

  • Ability to read, interpret, and synthesize relevant information from a wide variety of sources, including police publications, books, reviews, peer-reviewed journal articles, abstracts,  and public policy. 
  • Ability to interpret and explain relevant police-related legislative bills, local ordinances, and state law.
  • Ability to anticipate state and local legislation, police public policy trends and emerging issues.
  • Ability to apply critical thinking in problem solving, drafting recommendations, and decision making. 
  • Ability to establish and maintain effective working relationships with diverse stakeholders.
  • Ability to communicate orally to a variety of audiences in a succinct and straightforward manner
  • Ability to write quickly, accurately, and clearly in a structured manner that synthesizes complex facts, analyses, and opinions.
  • Excellent work management skills to ensure the completion of multiple tasks under short deadlines.
  • Bachelor’s degree from an accredited college or university with major coursework in a field appropriate to assigned area of responsibility which may include public administration, criminal justice, criminology, sociology, law, public policy, political science or other research-intensive field.
  • Three years of full-time professional analytical experience specific to area of assignment
One year of relevant work experience may be substituted for one year of required education (OR) one year of relevant academic coursework beyond the minimum requirement may be substituted for one year of required professional experience.
  • Knowledge of Colorado Revised Statutes related to policing, criminal justice, and juvenile justice.
  • Experience in the translation of complex information into engaging and succinct content targeted toward specific audiences
  • Experience which indicates knowledge of the state legislative process. 
  • Experience performing a variety of complex analyses, studies, and research projects. 
  • Experience writing legal updates. 
  • Knowledge of criminal justice public policy.

The City of Colorado Springs offers additional compensation depending on the position, area of assignment, and specific job assignments, including shift differential, pay differential, acting or lead, special assignment, hazard pay, longevity, cell phone allowance, uniform allowance, relocation, awards, standby, call out, compensatory time off, tuition, overtime, extra duty, incentive, holiday premium, proficiency, and vacation sell back.

Background Information
