Code Enforcement Officer - Neighborhood Services
The City of Colorado Springs is ready to welcome a Code Enforcement Officer to join the Neighborhood Services team! As a Code Enforcement Officer, you will perform field inspections and administrative support in the investigation of complaints and violations of property maintenance, housing, and environmental safety ordinances of the City of Colorado Springs. You will also independently manage a high number of active cases; maintain extensive public contact; and thoroughly document daily activities in written logs, computerized case management systems, and other data systems. Issuing summonses and court testimony; unpermitted sign removal; code analysis, interpretation, and application; effective communication in person, in writing, by phone; and independent decision making are all integral elements for success as a Code Enforcement Officer.

Job Type: Full-Time, Non-Exempt
Work Schedule: This is primarily a day shift position; Monday - Friday, with hours between 7:00AM - 5:30PM. This is position requires that you are available for emergency call-out with needed.
Pre-Employment Requirements: The background check process for this position includes being fingerprinted. Fingerprints will be used to check the FBI's criminal history records.
 
As a Code Enforcement Officer, you will:
  • Investigate complaints, meet with citizens, and enforce codes related to housing standards, environmental health, vehicle and vegetation abatement, and zoning ordinances
  • Issue condemnation orders
  • Intervene and mediate to resolve potential conflicts regarding citations or code violations Inspect homes, apartment buildings, businesses, vacant lots, and other properties to ensure compliance with housing standards, zoning and environmental health codes, ordinances, and regulations; determine whether properties are in compliance
  • Issue notices of violation and perform follow-up inspections 
  • Document all actions and notices
  • Testify in court and at administrative proceedings
  • Respond in a courteous manner to public inquiries and complaints about code violations such as minimum housing standards, sanitation, weeds, junk vehicles, litter, land use/zoning, and graffiti
  • Interview complainants and witnesses
  • Take photographs of violations and document activities using a computer; effectively and accurately convey observations
  • Perform research to determine ownership and approved uses of property
  • Work with neighborhoods within designated Community Development Block Grant areas to interdict signs of blight
  • Foster community involvement with neighborhoods and organizations

We are looking for candidates who demonstrate:
Knowledge of: 
  • Operations, services, and activities of a code enforcement program 
  • Principles, practices, methods, and techniques of technical inspection and code enforcement
  • Methods and techniques of investigating property ownership
  • Pertinent state and local ordinances, regulations, and health codes

Ability to:
  • Use noise and light meters, police radios, and mobile field reporting equipment 
  • Communicate clearly and concisely, verbally and in writing
  • Establish and maintain effective working relationships 
  • Proficiency use Microsoft Office Suite and case management software 
  • Equivalent to the completion of the twelfth grade (high school diploma or GED)
  • One year of full-time, professional experience in a related field
  • Possess, or obtain upon hire, and maintain a valid, non-probationary Colorado driver’s license not subject to restriction related to alcohol and/or drug violations or pending charges
