HR Analyst II / Senior Analyst - HR Information Systems (HRIS)
The City of Colorado Springs’ Human Resources team is seeking two detail-oriented and technically skilled professionals to join our HR Information Systems (HRIS) team: an HR Analyst II and a Senior HR Analyst. These roles provide professional and technical support for the City’s Human Resources Information Systems (HRIS), ensuring data accuracy, system efficiency, seamless integration across HR platforms, and HR Data analytics. The HR Analyst II will focus on system administration, reporting, and HR process optimization, while the Senior HR Analyst will take on more complex responsibilities, including system strategy, process improvement initiatives, and serving as a lead resource for HR technology projects. HR Analyst II Hiring Range: $71,986 - $86,418 annually.
Senior HR Analyst Hiring Range: $85,525 - $102,671 annually.
As an HR Analyst II, you will:
HRIS System Administration: Serve as a system administrator for the City’s HRIS (PeopleSoft) and other HR platforms, ensuring data integrity, security, and compliance.
System Upgrades & Enhancements: Assist Innovation Technology with system upgrades, testing, and implementation of new HRIS features.
Data Reporting & Analysis: Configure and maintain reporting tools, generate complex queries, and analyze HR metrics to support decision-making.
HR Process Optimization: Identify opportunities for automation and system improvements to enhance efficiency across HR functions.
Troubleshooting & Technical Support: Monitor and resolve HRIS-related issues, ensuring seamless integration between HR platforms and external vendors.
Compliance & Auditing: Perform regular audits to ensure regulatory compliance, data security, and system integrity.
Employee Support & Training: Provide technical assistance to HR and Payroll staff, train end-users on HRIS functions, and develop training materials.
HR Program Support: Assist with the implementation of HR programs, including open enrollment, workforce planning, and system-driven HR initiatives.
As a Senior HR Analyst, you will:
HR Technology Strategy & Leadership: Lead HRIS-related projects, ensuring system efficiency and alignment with business needs. Serve as a subject matter expert and provide guidance on system functionality, optimization, and best practices.
Advanced Data Analysis & Reporting: Develop and maintain complex reports, dashboards, and analytics to provide insights into workforce trends, compliance, and operational efficiencies.
System Implementation & Process Improvement: Evaluate current HRIS processes, identify areas for improvement, and implement enhancements to streamline operations and improve user experience.
Collaboration & Cross-Functional Coordination: Partner with HR, IT, Payroll, and external vendors to ensure successful system integrations, troubleshoot issues, and improve overall functionality.
Compliance, Auditing, & Risk Management: Oversee HRIS security and compliance, conducting audits, mitigating risks, and ensuring adherence to federal, state, and local regulations.
Training & Mentorship: Develop and deliver HRIS training programs for HR staff and end-users. Provide mentorship and technical leadership to junior analysts and other team members.
Budget & Contract Management: Assist with budgeting for HR technology investments and manage vendor contracts related to HRIS solutions.
Policy & Legislative Impact Analysis: Analyze federal, state, and local legislative changes for impact on HR systems and processes, making recommendations to ensure compliance.
Relevant Knowledge, Skills, and Abilities
For Both Positions:
Strong understanding of Human Resources Information Systems (HRIS), including system administration, reporting, and troubleshooting.
Knowledge of federal, state, and local HR policies, laws, and regulations.
Experience with data collection, research, and reporting techniques.
Proficiency in modern office technology, particularly Microsoft Office applications (Excel, Word, PowerPoint, Outlook).
Ability to maintain accuracy, confidentiality, and attention to detail in HRIS data management.
Additional for Senior HR Analyst:
Expertise in HRIS project management, system implementation, and process automation.
Advanced data analytics and reporting skills, including experience with business intelligence tools.
Strong leadership and cross-functional collaboration experience.
Ability to develop and implement HR technology strategies to drive operational efficiency.
- Three years of full-time professional analytical experience in HRIS administration, HR analytics, or a related field
Senior HR Analyst:
- Five years of full-time professional analytical experience in HRIS administration, HR analytics, or a related field
In addition to the above, the successful candidate will also have:
- Bachelor’s degree from an accredited college or university with major course work in human resources, business administration, information systems, public administration, or a related field.
