About the Job: In this at-will manager position you will oversee the Housing and Urban Development (HUD) program focusing on reporting, planning, compliance and monitoring, fiscal and budgetary management responsibilities and oversight of staff. You will manage US Department of Housing and Urban Development (HUD) Office of Planning and Community Development (CPD) entitlement programs, recovery funds, and other grants in an effort to better meet the needs of the citizens, non-profits, for-profits, and the community.
As the HUD Programs Manager, you will:
- Manage and oversee three key HUD entitlement programs: HOME Investment Partnerships (HOME), Community Development Block Grant (CDBG), and Emergency Solutions Grant (ESG), ensuring successful implementation and compliance with federal guidelines.
- Lead planning and reporting for federally funded programs. Develop and implement goals, objectives, policies, and priorities; ensure timely and accurate submission of Consolidated Plans, Annual Action Plans, and Consolidated Annual Performance and Evaluation Reports; manage the implementation of the Citizen Participation Plan.
- Approve financial requisitions and contract modifications to support program operations and compliance.
- Research, develop, and implement policies for federal programs and ensure alignment with local strategic goals while maintaining compliance with federal regulations and best practices.
- Monitor program compliance; conduct regular assessments and provide training on regulatory requirements to ensure adherence to program standards.
- Respond to HUD inquiries and provide timely assistance to both internal and external stakeholders regarding program questions and concerns.
- Oversee program activities and grants. Review the quality and accuracy of grant deliverables, monitor the efficient expenditure of funds, and ensure adherence to project timelines.
- Prepare Council agenda submissions and presentations. Effectively communicate program updates, policy proposals, and funding requests to key stakeholders, including the City Council.
- Mentor and support staff development. Provide guidance and professional development opportunities to enhance staff skills and promote team growth.
- Engage with the community. Attend meetings, build relationships with local organizations, and connect them to resources to foster collaboration and program success.
- Evaluate the effects of federal and state legislation; develop new initiatives in response to local needs; present proposals to internal and external stakeholders, including the City Council.
- Identify and pursue new funding opportunity for both new and ongoing program; review federal registers and assess the feasibility of City participation: prepare and submit funding proposals.
- Bachelor’s degree from an accredited college or university with major coursework in a related area of study
- Five years of full-time, professional experience in a related field
- Two years of administrator and/or supervisory experience
