Public Works Division Manager - Parking Enterprise

Public Works Division Manager - Parking Enterprise

In this at-will position, you will direct, manage, supervise, and coordinate the operations and activities for the Parking System Enterprise. You will develop and implement policies and procedures, goals and objectives; manage capital projects, assign priorities and delegate authority and responsibility to appropriate staff. As the Public Works Division Manager, you will also establish and monitor key performance indicators, implement new processes, communicate with staff, stimulate team work to accomplish desired goals and objectives, and ensure the highest level of service is provided to customers effectively and efficiently. You will alsoprovide the highest level of professional and technical advice to the Public Works Director on complex issues that are of department-wide importance or involve cross-functional coordination within the division.

This Job Includes :

  • Oversee, coordinate, and direct capital projects and the strategic work plan for on-street parking meters and off- street parking operations to enhance economic development for the City
  • Coordinate special events and projects with other departments, divisions, and outside agencies; monitor and improve effectiveness of service delivery methods
  • Oversee the Parking Systems operations, evaluate service levels, determine areas of improvement, and implement improvement plans.
  • Manage and oversee the Parking Systems security, parking, access control, and identification cards; recommend, interpret, communicate, and enforce policies and procedures
  • Administer and monitor parking facility maintenance, customer relations, enforcement, parking operations finances and revenue reporting
  • Oversee administrative functions, including data processing, budget monitoring, and record keeping to ensure compliance
  • Read, review with staff, and thoroughly understand financial statements
  • Direct, supervise, and train parking operations personnel
  • Communicate and coordinate with external stakeholders, including the Downtown Partnership, business districts, and local community groups
  • Directly communicate with elected officials, community representatives, and business owners

Relevant Knowledge, Skills and Abilities :

  • Knowledge of current industry parking management, parking access, and revenue control systems, including the design, operation, and integration thereof
  • Knowledge of budget preparation, program development, and administration Knowledge of pertinent federal, state, and local laws, codes, and regulations Ability to coordinate multiple programs
  • Ability to read blue prints
  • Ability to develop effective working relationships with government officials, boards / commissions, citizens, and employees
  • Well-developed interpersonal, oral and written communication, and organizational skills
  • Minimum Qualifications

  • A bachelor's degree from an accredited college or university with major coursework in business administration, public administration, transportation management, or a related field.
  • Seven years of full-time, professional experience in parking operations or a related field, including two years of supervisory experience.
  • Possess or obtain upon hire a non-probationary Colorado driver's license not subject to restrictions related to alcohol and / or drug violations or pending charges
