Description
This position coordinates and supervises assigned functions of the Water System Improvement Division, which may include the construction, installation, maintenance and repair of the City’s water distribution system or customer service, meter reading and maintenance, data management and materials control operations; and performs other technical, administrative and supervisory work as required. The incumbent works within a general outline of work to be performed, and develops work methods and sequences under general supervision.
The work is considered light in nature and involves walking or standing much of the time and involves exerting up to 20 pounds of force on a recurring basis, or skill, adeptness and speed in the use of fingers, hands or limbs on repetitive operation of mechanical or electronic office or shop machines or tools within moderate tolerances or limits of accuracy. The work requires the following physical abilities to perform the essential job functions: balancing, climbing, grasping, hearing, mental acuity, speaking, talking, visual acuity, and walking.
Work environment may involve exposure to bright / dim light, extreme heat and/or cold, wet or humid conditions, dusts and pollen, extreme noise levels, vibration, fumes and/or noxious odors, traffic, moving machinery, electrical shock, confined spaces, disease/pathogens, toxic / caustic chemicals, dangerous gases; and involves critical situations that require major decisions involving people, resources, and property.
Essential Job Functions
- Assists the Water Maintenance Superintendent with the daily management of division operations by planning, coordinating and supervising assigned functions of the division;
- Supervises subordinate staff. Supervisory duties include scheduling; instructing; assigning, reviewing and planning work of others; maintaining standards; coordinating activities; assisting with the selection of new employees; acting on employee problems; recommending employee discipline and discharge;
- Reviews the work of subordinates for completeness and accuracy; evaluates and makes recommendations as appropriate; offers training, advice and assistance as needed;
- Assists in preparing and administering the division budget; requisitions necessary equipment, tools, supplies and materials;
- Oversees the daily maintenance and repair of water main lines, service to property lines, fire hydrants, valves and related water distribution services;
- Oversees customer service activities, including meter reading and maintenance, data management operations, billing procedures, handling of customer requests, etc.;
- Plans the divisions daily activities;
- Streamlines current business practices to allow for more efficiency as it relates to assisting customers with resolving their issues and concerns;
- Ensures efficient and effective staff response to all work orders;
- Inspects work in progress and at completion for compliance with applicable policies, procedures, laws, regulations, contracts, permits, and/or standards of quality and safety;
- Gives technical advice and assistance to co-workers and subordinates as needed;
- Inspects equipment for proper and safe working condition; coordinates the timely maintenance and repair of equipment as needed;
- Assists in coordinating assigned activities and functions with those of other City divisions, departments, County departments and outside agencies as appropriate;
- Receives and responds to inquiries, complaints and requests for assistance from customers and the general public regarding areas of responsibility;
- Performs general administrative / clerical work as required, including but not limited to preparing reports and correspondence, conducting and attending meetings, entering and retrieving computer data, copying and filing documents, etc.
- Attends meetings, training, conferences, seminars, etc., as appropriate to enhance job knowledge and skills; and
- Performs other related duties as assigned.
Qualifications
MINIMUM REQUIREMENTS TO PERFORM WORK:
- High school diploma or GED;
- Ten (10) years of relevant prior experience;
- Valid South Carolina Class “D” Driver’s License;
- South Carolina Water Distribution Operator Class “A” preferred.
Knowledge, Skills, and Abilities
- Knowledge of basic algebra involving variables and formulas and/or basic geometry involving plane and solid figures, circumferences, areas and volumes, and/or computing discounts and interest rates;
- Ability to plan or direct others in the sequence of major activities and reporting on operations and activities which are very broad in scope;
- Ability to supervise or lead others by determining work procedures, assigning duties, maintaining harmonious relations and promoting efficiency;
- Ability to supervise the activities of those operating or repairing complex machinery or equipment that requires extended training and experience, which may include heavy construction equipment, water system equipment, water meters, etc.; may involve installation and testing. Span of control and scope of operations is extensive, involving a large number of facilities;
- Ability to perform supervisory work involving policy and guidelines, solving both people- and work-related problems;
- Ability to read journals, manuals and professional publications; speaking informally to groups of co-workers, staff in other organizational agencies, the general public, people in other organizations; presenting training; composing original reports, training and other written materials using proper language, punctuation, grammar and style;
- Ability to perform specialized technical or entry-level professional work requiring general understanding of operating policies and procedures and their application to problems not previously encountered; application of specialized technical or professional principles and practices or the use of a wide range of administrative methods in the solution of problems; requires normal attention with short periods of concentration for accurate results and occasional exposure to unusual pressure; and
- Ability to take action of others, requiring almost constant decisions affecting co-workers, customers, clients or others in the general public; works in a moderately fluid environment with guidelines and rules, but frequent variations from the routine.
