Description

This position plans and oversees the inspection, maintenance and repair of the City’s water treatment plant equipment and facilities by coordinating technical, administrative and supervisory work as required. The incumbent works within broad policy and organizational guidelines and does independent planning and implementation, reporting progress of major activities through periodic conferences and meetings.

The work is considered medium in nature and involves walking, standing, stooping, stretching or lifting some of the time and also involves exerting between 20 and 50 pounds of force on an as needed basis, or considerable skill, adeptness and speed in the use of fingers, hands or limbs in tasks involving very close tolerances or limits of accuracy. The work requires the following physical abilities to perform the essential job functions: balancing, feeling, fingering, grasping, handling, hearing, mental acuity, pulling, pushing, reaching, repetitive motion, speaking, talking, and visual acuity.

Work environment may involve exposure to bright / dim light, extreme heat and/or cold, wet or humid conditions, dusts and pollen, fumes and/or noxious odors, traffic; and is safe and secure that may periodically have unpredicted requirements or demands.

Essential Job Functions

  • Plans and coordinates all preventive maintenance and repair work at the City’s water treatment plant and pump stations as well as the installation and testing of new and rebuilt equipment;
  • Directs subordinate crew members to include; scheduling, instructing, planning and assigning work, reviewing work, maintaining standards, coordinating activities, allocating personnel, assisting with the selection of new employees, acting on employee problems, and recommending and implementing employee discipline;
  • Provides for adequate crew training;
  • Develops and implements preventive maintenance programs and maintains related records;
  • Coordinates equipment shutdowns and participates in the inspection, troubleshooting and repair of mechanical, electrical, electronic, hydraulic and pneumatic equipment;
  • Coordinates equipment shut-downs with supervisors;
  • Ensures the timely resolution of equipment problems to minimize interruptions of service;
  • Supervises general building and grounds maintenance work;
  • Inspects all work in progress and at completion for compliance with applicable policies, procedures, regulations, and standards of quality and safety;
  • Participates in the planning and management of capital improvements and major construction projects;
  • Assists in preparing equipment specifications and making recommendations for technical equipment necessary for water facility operations;
  • Specifies and orders materials and supplies needed for daily work; maintains stock room and prepares accurate inventory records;
  • Ensures the proper maintenance of assigned vehicles and equipment;
  • Supervises the maintenance of accurate and complete work records;
  • Coordinates maintenance work with that of other divisions and departments as appropriate;
  • Receives and responds to inquiries, concerns, complaints and requests for assistance from City personnel, customers and the general public regarding areas of responsibility;
  • Performs general clerical work as required, including but not limited to completing forms and reports, attending and conducting meetings, entering and retrieving computer data, copying and filing documents, answering the telephone, etc.;
  • Attends meetings, training, etc., as appropriate to enhance job knowledge and skills; and
  • Performs other related duties as assigned.

Qualifications

MINIMUM REQUIREMENTS TO PERFORM WORK:


  • Associates degree preferred;
  • Four (4) years of relevant prior experience;
  • Valid South Carolina Class “D” Driver’s License;
  • Have or be able to obtain the Water Plant Operator “B” License within two (2) years from date of hire or promotion.

Knowledge, Skills, and Abilities

  • Knowledge of basic algebra involving variables and formulas and/or basic geometry involving plane and solid figures, circumferences, areas and volumes, and/or computing discounts and interest rates;
  • Knowledge of personal computer equipment with skill in the use of Microsoft Office preferred, utilizing e-mail, word processing and spreadsheet software programs;
  • Ability to perform all duties in accordance with applicable policies, procedures, laws, regulations, contracts, permits, and standards of quality and safety;
  • Ability to lead others by determining work procedures, assigning duties, maintaining harmonious relations and promoting efficiency;
  • Ability to lead, operate or repair complex machinery or equipment that requires extended training and experience, such as water meters; may involve installation and testing. Involves operations of limited scope;
  • Ability to perform coordinating work involving guidelines and rules, with constant problem-solving;
  • Ability to read technical instructions, procedures, manuals and charts to solve practical problems; composing routine reports and specialized reports, forms and business letters with proper format; speaking compound sentences using normal grammar and word form;
  • Ability to perform specialized technical or entry-level professional work requiring general understanding of operating policies and procedures and their application to problems not previously encountered; application of specialized technical or professional principles and practices or the use of a wide range of administrative methods in the solution of problems; requires normal attention with short periods of concentration for accurate results and occasional exposure to unusual pressure; and
  • Ability to make decisions, requiring almost constant decisions affecting co-workers, customers or others in the general public; works in a moderately fluid environment with guidelines and rules, but frequent variations from the routine.
