The purpose of this job is to assist the Director with planning, implementing, and directing public works programs in the areas of engineering design and surveys, streets and sidewalk construction and maintenance, property acquisition, and parking utility operations and enforcement.

Essential Duties and Responsibilities - The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description
  • Supports Director in the execution of department strategic plans, implementation of department-wide initiatives, and direction of operational activities; coordinates major projects and continuous quality improvement activities.


  • Supervises, manages, and evaluates assigned employees and makes decisions about hiring, and discipline of employees; prioritizes and assigns work; develops and oversees employee work schedules and approves time away from work; provides and/or facilitates employee training and development; addresses employee concerns and/or problems; counsels and/or disciplines as appropriate; completes employee performance appraisals; determines or makes recommendations regarding new hire salaries; and acts as liaison between employees and management.

  • Provides high level departmental oversight of a full range of public works services, including engineering, streets and sidewalk construction and maintenance, property acquisition, and parking utility operations and enforcement.

  • Assists with overall financial management of department and participates in pursuing and securing funding from granting agencies. Prepares and monitors budgets and contracts and oversees preparation and submission of required reports. Serves as liaison with funding authorities regarding program issues, as needed.

  • Monitors legislation impacting public works services.

  • Prepares and maintains a variety of engineering documents including plans, specifications, contracts, maps, and standards.

  • Coordinates the requisition, purchase and the maintenance of equipment, property, and facilities.

  • Drafts resolutions, ordinances, and memos for City Council consideration.

  • Prepares and presents reports.

  • Ensures compliance with local, state, and federal standards. Manages complex financial issues and oversees detailed compliance requirements.

  • Establishes and maintains relationships with federal, state, and local organizations, agencies, and businesses. Communicates with public officials, community organizations and media on public works issues.

  • Regular attendance is a necessary and essential function.

  • Performs other duties as assigned.

Supervisory Responsibilities
  • Work requires managing and monitoring work performance by directing multiple groups of employees across more than one business function, including making decisions on hiring, disciplinary actions, evaluating program/work objectives and effectiveness, conducting performance evaluations, and realigning work and staffing assignments, as needed.

Fiscal Responsibility

  • Is responsible for department-wide financial decisions. Assures that appropriate linkages exist between budget requests and departmental goas and objectives. Monitors budget plan and adjusts as necessary.

Education and Experience - An equivalent combination of education, training and experience will be considered
Education and Experience

  • Bachelor’s Degree in Engineering, preferably Civil, Structural, Traffic or Environmental Engineering.


  • 7 to 9 years’ experience in related field.

Licenses or Certifications

  • Professional Engineer (P.E.) License required.

  • Valid driver’s license.

  • Principles, practices, and methods of civil and environmental engineering.

  • Exercising sound judgement in making critical decisions.

Ability to:

  • Ability to read and interpret federal, state and local requirements.

  • Work from blueprints, plans, and sketches.

  • Prepare and present reports.

  • Handle difficult and stressful situations with professional composure and maintain effective interpersonal relationships.

  • Effectively plan and delegate the work of others and to train and/or supervise the work of others.

  • Regularly use a computer, software, phone and related office equipment.

  • Focus on tasks.
