The purpose of this job is to maintain, preserve, and operate City facilities at the lowest economical cost by performing a variety of manual and skilled tasks that provide a safe, functional, clean, and efficient environment while completing corrective/preventive maintenance and alteration work of grounds and facilities, mechanical, electrical, and plumbing systems and equipment.

Essential Duties and Responsibilities - The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description
  • Performs technical and complex aspects of facilities preventive maintenance, troubleshooting, and repairs of all heating, ventilation, and air condition systems to maintain a comfortable environment for staff and public at City facilities


  • Monitors building heating, ventilation, and cooling systems visually and through computer-automated systems. Adjusts system settings and operations as needed to ensure maximum efficiency of systems to maintain comfortable building spaces.

  • Provides electrical services throughout the City facilities to maintain essential operations for employee and public use.

  • Adheres to the National Fire Protection Association 70e industrial standard as a responsible, qualified person.

  • Provides plumbing services, general carpentry repairs, and projects needed to maintain essential operations at City facilities.

  • Respond to and complete work requests and emergency maintenance requests.

  • Performs preventive maintenance work of a technical nature.

  • Performs building, systems, and equipment inspections of a technical nature.

  • Orders required parts and materials for maintenance and repair work of a technical nature.

  • Performs snow removal and ice prevention to provide safe access to City facilities.

  • Serves as liaison to outside vendors and contractors and coordinates to ensure maintenance of state-required inspections and city scopes of work and policies.

  • Handles complex tasks and translates complex nuances related to aspects of the job that cover multiple areas of work.

  • Maintains records as required.

  • Regular attendance is a necessary and essential function.

  • Performs other duties as assigned.

Supervisory Responsibilities
  • No supervisory authority. Work does require providing guidance and training to others.

  • May assist in the collection of data in support of recommendations for departmental budget allocations. May monitor division or program/promotional level budget and expenditures.

Education and Experience - An equivalent combination of education, training and experience will be considered
Education and Experience
  • High school diploma or equivalent. Technical school certificate in field associated with Building Maintenance related systems preferred.


  • 3 to 5 years experience in building and grounds maintenance or equivalent trades experience, including work with heating, cooling, and ventilation systems.

Licenses or Certifications
  • Environmental Protection Agency (EPA) 608 universal refrigerant license within 90 days of hire.

  • Valid driver’s license.

Knowledge, Skills and Abilities which may be representative, but not all-inclusive of those commonly associated with this position
Knowledge of:
  • Advanced and comprehensive building trades work.


  • Relevant laws and regulations pertaining to International Building Code standards.

  • Principals of air systems test and balance, hydronic systems flow balance, fluid pumping systems pressures, and flow rates.

  • Principals of theory and function associated with electrical / plumbing / mechanical systems and equipment.

  • National Fire Protection Association 70E.

  • Standard practices, methods, materials, tools, and equipment of building trades.

  • Safety standards and precautions pertaining to maintenance and repair work.

Skill in:
  • Estimating time and materials needed to complete jobs.

  • Communicating verbally and in writing to meet the needs of the audience.

  • Understanding and operating building automation software systems, using and accessing online resources for equipment service/parts manuals, work orders systems, micro processer equipment troubleshooting, etc.

  • Safely and effectively operating hand tools, power tools, and equipment associated with building trades work.

  • Reading, working from, and understanding blueprints, ladder schematics, and electrical / plumbing/mechanical diagrams.

  • Communicate effectively and efficiently to maintain scheduling for timely repairs.

  • Maintain detailed and accurate records.

  • Maintain institutional knowledge of facilities systems and all components to maintain an efficient, reliable, and functioning facility.

  • Recognize, analyze, and solve a variety of problems.

  • Focus on tasks.

  • Safely work on ladders, elevated surfaces, scaffolding, and at heights.

  • Work on-call rotation and respond within 30 minutes of all hours of the day/night.

  • Successfully complete a Criminal Justice Information Services (CJIS) background check (No serious criminal record: determined by nature of violation).
