The purpose of this job is to perform a variety of tasks to administer and support city-wide water and energy conservation initiatives. Aids in developing new conservation initiatives. Provides education, training, and community outreach to all ages related to water and energy conservation.
Essential Duties and Responsibilities - The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. - Provides customers with knowledge of energy and water use and energy efficiency, including energy audits, analysis of peak electrical load, interval meter data, energy usage, and rate classification.
- Manages complex city energy and water programs. Ensures adherence to processes and procedures.
- Conducts onsite inspections of homes or other buildings using computer modeling specific to the building type for evaluation of energy consumption. Conducts interviews to determine customer habits or patterns regarding energy and water use and provides recommendations to improve energy and water efficiency.
- Advises and guides customers through energy and water efficiency rebate programs. Develops new programs for continuous improvement of residential, commercial, and industrial program offerings.
- Manages and coordinates the efforts of contractors and vendors and collaborates with partner utilities and local not-for-profit organizations to ensure effective program implementations.
- Uses an infrared camera to check for energy loss during inspections.
- Trains new employees and interns on program policies and procedures.
- Conducts onsite inspections to ensure conformity to code, regulations, operations, and program guidelines.
- Regular attendance is a necessary and essential function.
- Performs other duties as assigned.
Supervisory Responsibilities
- No supervisory authority. Work requires providing guidance and training to others. This position may oversee work quality, training, instructing, and work assignments.
- Designated lead-worker responsibilities.

MUST BE A CURRENT CITY OF COLUMBIA, MO EMPLOYEE HAVING SUCCESSFULLY COMPLETED A PROBATIONARY PERIOD.

- Bachelor’s Degree in Energy, Education, Communication, Building Science, Environmental Science, Engineering, or related field.
- 1 to 3 years experience in building science, construction, energy or water efficiency, facility operations, or related field.
Licenses or Certifications.
- Valid driver’s license.
- Building Performance Institute (BPI) Building Analyst certification and/or Building Operators Certification within 6 months of hire.
- ICC Residential Mechanical Inspector M1Certification and/or APPA Key Accounts Certificate within 6 months of hire.
