Description

This position requires experience in oversight and compliance of various types of projects to include housing development, economic development, infrastructure, or resilience and mitigation ensuring high quality work is delivered in a timely and efficient manner; must have experience leading projects federally funded by CDBG and preferably CDBG-DR / CDBG-MIT grant dollars and have a thorough understanding of rules and regulations associated with such funding to include state level and local codes and ordinances; and performs related professional, administrative and technical work as required. The incumbent works within a general outline of work to be performed, and develops work methods and sequences under general supervision.

The work is considered sedentary in nature and involves walking or standing some of the time and involves exerting up to 10 pounds of force on a recurring basis or routine keyboard operations. The work requires the following physical abilities to perform the essential job functions : fingering, talking, and visual acuity.

Work environment involves exposure to no known environmental hazards; and involves decisions that could lead to major community or organizational consequences.

Essential Job Functions

  • Provides oversight of assigned community development funded projects to include CDBG, CDBG-DR and CDBG-MIT grant programs, ensuring program compliance with all applicable program guidelines, laws, regulations, policies, procedures and standards;
  • Assists as needed with monitoring CDBG,CDBG-DR and CDBG-MIT projects;
  • Manages effective communications and interacts with subgrantee and subrecipient project managers;
  • Prepares and / or review RFPs, RFQs or other procurements to ensure program compliance;
  • Monitors contracts for renewal extension or modification prior to expiration;
  • Reviews contracts for compliance with applicable regulations, policies, and procedures;
  • Leads, makes preparations and facilitates meetings , briefings with subgrantee, subrecipient, contractor or consultant;
  • Drafts and / or reviews drafts of documents, memos, letters and other communications;
  • Supports the development of administrative and programmatic policies and procedures;
  • Insures policies, procedures and standards program manuals are consistently updated;
  • Develops and regularly maintains program project reporting for department director;
  • Completes Quarterly Reports for CDBG, CDBG-DR and CDBG-MIT in DRGR;
  • Monitors program performance and financial projections in accordance with approved grant action plan;
  • Represents the department and City at various local, regional and national conferences and meetings; serves as liaison to other counties, municipalities, state and federal agencies, various boards and commissions, community / professional / civic groups, industries / businesses, the news media, other professionals and the general public;
  • Coordinates assigned activities with those of other divisions, departments, government agencies, and other organizations as appropriate;
  • Receives and responds to inquiries, concerns, complaints and requests for assistance regarding areas of responsibility;
  • Participates in an ongoing public awareness program designed to promote department programs and services;
  • Assists with other neighborhood / Community Development functions as appropriate;
  • Performs general administrative work as required, including preparing reports and correspondence, entering and retrieving computer data, reviewing mail and literature, copying and filing documents, conducting and attending meetings, etc.;
  • Attends training, conferences, seminars, meetings, etc., to maintain awareness of legislation, trends and technology related to program planning and implementation, and to enhance job knowledge and skills; and
  • Performs other related duties as assigned.

Qualifications

MINIMUM REQUIREMENTS TO PERFORM WORK :

  • Bachelor's degree in business, public administration, finance, accounting, or closely related field;
  • Four(4) years of relevant prior experience;
  • Valid South Carolina Class "D" Driver's License
  • Knowledge, Skills, and Abilities

  • Knowledge of basic algebra involving variables and formulas and / or basic geometry involving plane and solid figures, circumferences, areas and volumes, and / or computing discounts and interest rates;
  • Ability to plan in the sequence of major activities and reporting on operations and activities which are very broad in scope;
  • Ability to lead others by determining work procedures, assigning duties, maintaining harmonious relations and promoting efficiency;
  • Ability to handle or use machines, tools or equipment requiring brief instruction or experience, such as computers for data entry, fax machines, copiers, telephones or similar equipment; may service office machines, including adding paper and changing toner;
  • Ability to perform work involving the application of logical principles and thinking to solve practical problems within or applying to a unit or division of the organization;
  • Ability to read journals, manuals and professional publications; speaking informally to groups of co-workers, staff in other organizational agencies, the general public, people in other organizations; presenting training; composing original reports, training and other written materials using proper language, punctuation, grammar and style;
  • Ability to perform professional-level work requiring the application of principles and practices in a wide range of administrative, technical or managerial methods in the solution of administrative or technical problems; or the coordination of entry-level managerial work; requires general understanding of operating policies and procedures and the ability to apply these to complex administrative problems; requires continuous, close attention for accurate results or frequent exposure to unusual pressures;
  • Ability to perform coordinating work involving guidelines and rules, with constant problem-solving; and
  • Ability to guide others, requiring frequent decisions affecting co- workers, customers or others in the general public; works in a fluid environment with guidelines and rules, but frequent variations from the routine.
