This position supervises and participates in the daily operations of the Business License Division, including the enforcement of business license ordinances for the City of Columbia, issuing business licenses, and collecting and accounting for related fees, and performs related supervisory, administrative and technical work as assigned. Reviews and responds to technical correspondence. Serves as a liaison with other Municipalities. The incumbent works within a general outline of work to be performed, and develops work methods and sequences under general supervision.
The work is considered sedentary and involves walking or standing some of the time and involves exerting up to 10 pounds of force on a recurring basis or routine keyboard operations. The work requires the following physical abilities to perform the essential job functions: fingering, hearing, mental acuity, repetitive motion, speaking, standing, talking, visual acuity, and walking.
Work environment involves exposure to no known environmental hazards; and is relatively safe, secure and stable.

- Supervises and participates in the daily administration and enforcement of business license ordinances for the City of Columbia;
- Assists in supervising subordinate staff. Supervisory duties include scheduling; instructing; assigning, reviewing and planning work of others; maintaining standards; coordinating activities; assisting with the selection of new employees, and acting on employee problems. Reviews the work of subordinates for completeness and accuracy; provides training, advice and assistance as needed;
- Assists with payroll and the maintenance of personnel records;
- Organizes and supervises personnel in the performance of routine accounting and financial reporting and related tasks; provides technical assistance to personnel with the more difficult or unusual tasks;
- Ensures the provision of professional, courteous customer service by division staff at all times; resolves customer / employee conflicts as necessary;
- Assists in developing and implementing division policies and procedures;
- Assists in developing and administering the division budget, ensuring the effective and efficient use of budgeted funds, personnel, materials, facilities and time;
- Monitors changes in federal, state and local laws and regulations affecting division operations; recommends changes as appropriate to maintain compliance;
- Supervises and assists in the issuing of all business licenses and collection of related fees in accordance with federal, state and local laws and regulations;
- Supervises and assists in the collection of delinquent business license accounts; initiates legal action as necessary to collect monies due;
- Assists in coordinating the enforcement and collection of franchise fees due the City; audits records and reports of franchise agreements;
- Reviews, verifies and approves refund requests and billings for underpayments;
- Verifies and approves daily cash reports;
- Balances and reconciles monthly accounts; transfers funds as appropriate;
- Provides statistical information to outside agencies, City/County divisions and other groups regarding the types of businesses and the volume of business activity in specified areas as requested and appropriate;
- Conducts office audits of tax returns for back up documentation;
- Reviews code cases and maintains up-to-date with court activity;
- Testifies in court as needed;
- Performs general administrative / clerical work as required, including but not limited to preparing reports and correspondence, entering and retrieving computer data, copying and filing documents, sending and receiving faxes, ordering office supplies, answering the telephone, etc.;
- Assists in coordinating division activities and functions with those of other City divisions, departments and outside agencies as appropriate;
- Receives and responds to inquiries, concerns, complaints and requests for assistance regarding areas of responsibility;
- Attends meetings, workshops, conferences, etc., as appropriate to enhance job knowledge and skills; and
- Performs other related duties as assigned.
- High school diploma or GED;
- Four (4) years of relevant prior experience;
- Valid South Carolina Class “D” Driver’s License;
- Must possess or be able to obtain Accreditation in Business Licensing (ABL) certification within three (3) years from date of hire or promotion.
- Knowledge of addition and subtraction, multiplication and division, and/or calculating ratios, rates and percentages;
- Ability to plan and direct others in the sequence of major activities and reporting on operations and activities which are very broad in scope;
- Ability to supervise and lead others by determining work procedures, assigning duties, maintaining harmonious relations and promoting efficiency;
- Ability to handle or use machines, tools or equipment requiring brief instruction or experience, such as computers for data entry, fax machines, copiers, telephones or similar equipment; may service office machines, including adding paper and changing toner;
- Ability to perform supervisory work involving policy and guidelines, solving both people- and work-related problems;
- Ability to read technical instructions, procedures, manuals and charts to solve practical problems; composing routine reports and specialized reports, forms and business letters with proper format; speaking compound sentences using normal grammar and word form;
- Ability to perform specialized technical or entry-level professional work requiring general understanding of operating policies and procedures and their application to problems not previously encountered; application of specialized technical or professional principles and practices or the use of a wide range of administrative methods in the solution of problems; requires normal attention with short periods of concentration for accurate results and occasional exposure to unusual pressure; and
- Ability to take action for others, requiring almost constant decisions affecting co-workers, customers or others in the general public; works in a moderately fluid environment with guidelines and rules, but frequent variations from the routine.
