What are the responsibilities and job description for the WATER DISTRIBUTION SYSTEM SUPERVISOR position at City of Columbia?
This position plans, coordinates and supervises construction and/or maintenance of the City’s water distribution system; assists with or performs the work of subordinates as necessary; and performs other related duties as required. The incumbent works within a general outline of work to be performed and develops work methods and sequences under general supervision.
The work is considered medium-to-heavy in nature and involves walking, standing, stooping, lifting, digging, pushing or raising objects and involves exerting between 20 and 50 pounds of force on a recurring basis and 50 to 100 pounds of force on an occasional basis. The work requires the following physical abilities to perform the essential job functions: balancing, climbing, crawling, crouching, fingering, handling, hearing, kneeling, lifting, mental acuity, pulling, pushing, reaching, repetitive motion, speaking, standing, stooping, talking, visual acuity, and walking.
Work environment may involve exposure to bright/dim light, dusts and pollen, extreme heat and/or cold, wet or humid conditions, extreme noise levels, vibration, fumes and/or noxious odors, traffic, moving machinery, electrical shock, heights, animals/wildlife, toxic/caustic chemicals, confined spaces, disease/pathogens, dangerous gases. Work involves light to heavy equipment and machinery that could result in bodily harm to co-workers or others. Safe and secure work environment that may periodically have unpredicted requirements or demands. - Plans, coordinates and supervises the activities within the Water Distribution and Maintenance Division;
- Supervises subordinate crew members. Supervisory duties include instructing assigning, reviewing and planning work of others; maintaining standards; coordinating activities; acting on employee problems; and recommending employee discipline;
- Provides leadership to or assists co-workers with various duties as required;
- Reviews the work of subordinates for completeness and accuracy; evaluates and makes recommendations as appropriate; offers training, advice and assistance as needed;
- Assists crew members with and/or performs duties of crew members as necessary; performs duties of foreman as required in his/her absence;
- Determines the type and quantity of equipment, materials and supplies needed for assigned projects; orders supplies and materials; receives and assigns daily service orders;
- Supervises installation, construction, maintenance and/or repair work;
- Supervises the proper maintenance of department tools and equipment;
- Inspects infrastructure, facilities and/or grounds for maintenance needs; initiates and assists in scheduling maintenance and repair work as necessary;
- Inspects equipment to ensure proper and safe working condition; reports defects or required maintenance to management;
- Coordinates the use of available equipment for maximum utility and convenience;
- Coordinates and inspects the work of City work crews and contractors for compliance with applicable policies, procedures, laws, regulations, contracts, permits, and standards of quality and safety;
- Operates trucks, light and/or heavy construction equipment, power and hand tools as necessary;
- Prepares and maintains accurate and complete work records and reports as required;
- Assists in coordinating department activities and functions with those of other City divisions, departments and outside agencies as appropriate;
- Loads/unloads materials onto/from vehicles;
- Operates light to heavy off-road equipment or trucks (e.g., dump trucks and other trucks, excavators, cranes, motor graders, bull dozers, bob cats, front-end loaders, skid steers, bush hogs, back hoes, compactors, trailers, tractors, low boys, or trenchers) to excavate or compact earth, load or unload materials, move or haul materials, install pipe, etc.;
- Ensures the proper maintenance of assigned vehicles and equipment;
- Installs, tests, inspects, locates, troubleshoots, evaluates, maintains and repairs all components and assets of the Water Distribution System;
- Maintains assigned trucks and equipment; performs cleaning, preventive and routine maintenance and simple repair work as required;
- Uses hand and power tools in various manual tasks as required;
- Performs general manual labor tasks as required;
- Uses welding and cutting torches as needed in equipment maintenance;
- Conducts analysis of Water Distribution System;
- Receives and responds to inquiries, concerns, complaints and requests for assistance regarding areas of responsibility;
- Maintains accurate and complete work records as required;
- Prepares and submits detailed work records and reports;
- Performs general clerical work as required, which may include but is not limited to copying and filing documents, entering and retrieving computer data, answering the telephone, completing forms and reports, etc.;
- Attends meetings, training, etc., as appropriate to enhance job knowledge and skills;
- Attends staff meetings;
- Ensures all City employees perform all duties in accordance with applicable policies, procedures, laws, regulations, and standards of quality and safety;
- May be required to work additional hours, holidays, weekends and nights and as needed in order to accomplish assigned work;
- Required to work an on-call rotation; and
- Performs other related duties as assigned.
- High school diploma or GED;
- Six (6) years of relevant prior experience;
- Must obtain DOT Federal Motor Carrier Safety Administration (FMCSA) medical examiner’s certificate within thirty (30) days from date of hire;
- Must possess or obtain a South Carolina Class “A” CDL license with no Code O (tractor trailer) restriction or obtain one within the timeframe required in the CDL Program;
- Required to demonstrate competency and complete the minimum requirements for Supervisor as defined in the Water Distribution System Operator Training Program within four (4) years of date of hire;
- Must possess or obtain Asbestos certification, A Frame certification, and Trench and Shoring certification within one (1) year from date of hire; and
- Must possess a Level A Water Distribution System Operator License construction or have ten (10) years of water distribution construction or management experience; and obtain Level A Water Distribution System Operator License within four (4) years of date of hire.
- Ability to coordinate or determine time, place or sequence of operations or activities based on analysis of data or information and may implement and report on operations and activities;
- Ability to lead, operate or repair complex machinery or equipment that requires extended training and experience, such as light or heavy construction/specialized equipment or water meters;
- Ability to perform supervisory work involving policy and guidelines, solving both people and work-related problems;
- Ability to perform specialized technical or entry-level professional work requiring general understanding of operating policies and procedures and their application to problems not previously encountered; application of specialized technical or professional principles and practices or the use of a wide range of administrative methods in the solution of problems; requires normal attention with short periods of concentration for accurate results and occasional exposure to unusual pressure;
