Job Title : Building Permit Technician

Reports to : Community Development Director

General Description

Working under the direction of the Community Development Director, the Building Permit Technician ("Permit Tech") is responsible for performing clerical work related to the issuance of all licenses and permits, performing receptionist functions, secretarial work, maintaining building records and other work as assigned. The Permit Tech is responsible for collecting cash and other payments for fees, issues receipts, makes deposits and assists the Community Development Director, Building Inspector and others.

Essential Job Duties :

The Permit Tech must be able to perform the following essential job duties with or without reasonable accommodation.

  • Greets and assists customers and co-workers and handles messages and inquiries over the telephone, in person and via email.
  • Assesses and collects prescribed fees for licenses and permits.
  • Processes cash, checks, escrow accounts and credit card transactions.
  • Codes information on license applications for entry into computers.
  • Evaluates information on applications to verify completeness and accuracy and to determine whether applicants are qualified to obtain desired licenses.
  • Answers questions or provide information to the public and co-workers regarding permits, licensing policies, procedures, applications or regulations. Inform customers by mail or telephone of additional steps they need to take to obtain licenses.
  • Types and files forms, charts, statements, letters, memos and other departmental reports and picks up, distributes and properly handles incoming mail.
  • Prints, issues, reviews, accepts and properly processes applications, permits or forms.
  • Maintain records of applications made or licensing fees collected.
  • Question applicants to obtain required information, such as name, address, or age, and record data on prescribed forms.
  • Enters data into computer terminals and updates records or licensing information, using computer terminals.
  • Perform routine data entry or other office support activities, including creating, sorting, photocopying, distributing, or filing documents.
  • Follow City and Department policies and procedures and the instructions of his or her supervisor.
  • Maintains adequate supplies of forms, film, licenses, or other required material.
  • Communicate effectively with supervisors, co-workers and others (internally and externally) in order to provide, exchange, or verify information, answer inquiries, address issues, or resolve and / or report problems or complaints.
  • Use good judgment and make good decisions in matters related to the job.
  • Follow City and Department policies and procedures and the instructions of the supervisor.
  • Assist others; be helpful, cooperative and courteous, and demonstrate a good attitude in all dealings with the public, co-workers and others.
  • Report in a timely manner all issues, concerns and questions to the supervisor or others as appropriate in the chain of command.
  • Discuss matters affecting the job or performance with the supervisor and through the chain of command.
  • Dress appropriately and in compliance with City Policy.
  • Demonstrate initiative and diligence in the prompt and proper completion of all job duties, whether or not listed in this Job Description.
  • Safeguard City property and recognize and report needed repairs.
  • Work safely, follow safety rules and training, and maintain a clean, safe work environment.
  • Maintain confidentiality with regard to all City business.
  • Performs other duties as assigned.
  • Punctual, regular, on-site attendance is an essential job duty.

Requirements

Education and Basic Requirements :

  • High school diploma or GED.
  • Have acceptable results on background and pre-employment physical / medical / drug exam.
  • Have and maintain an acceptable driving record and valid operator's driver license.
  • Must be able to secure & maintain a surety for cash collection surety purposes.
  • Qualifications :

    The Permit Tech should possess the following qualifications and abilities.

  • Knowledge of principles and processes for providing good customer and personal services. This includes the ability to assess customers' and co-workers' needs, meet quality standards for services and evaluate customer and co-worker satisfaction.
  • Knowledge of administrative and clerical procedures and systems including but not limited to word processing, managing files and records and designing or completing forms.
  • Ability to communicate effectively, both orally and in writing English (Spanish preferred), including but not limited to
  • Talking clearly with and listening effectively to others in order to convey information effectively.
  • Having knowledge of the structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar.
  • Giving full attention to what others are saying, taking time to understand the points being made, asking appropriate questions and not interrupting inappropriately.
  • Being aware of others' reactions, understanding the reasons they act / react as they do and having the ability to act and respond appropriately.
  • Communicating effectively in writing as appropriate for the needs of the audience. This includes understanding written documents.
  • The ability to listen to and understand information and ideas presented through spoken and written words and sentences.
  • The ability to speak clearly so others can understand you.
  • The ability to identify and understand the speech of another person.
  • Take minutes of Commissions as assigned.
  • Other duties as assigned.
  • Acquire and maintain working knowledgeable of laws and government codes / regulations.
  • Acquire and maintain working knowledgeable of Federal, State and local building codes and requirements.
  • Acquire and maintain an understanding of inspections procedures / requirements.
  • Possess good math skills to be able to account for and balance monies taken in, prepare deposits and determine fees based on City Ordinances.
  • Use logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems.
  • Have a service orientation, that is, actively look for ways to help the public and co-workers.
  • The ability to see details at close range (within a few feet).
  • The ability to recognize a problem, that is, to tell when something is wrong or is likely to go wrong.
  • The ability to apply general rules to specific problems to produce logical solutions.
  • Must be able to work independently with limited supervision.
  • Ability to type 35 words per minute using a word processor.
  • Ability to operate common office equipment including but not limited to a copier, fax machine and postage machine.
  • Working knowledge of Microsoft Office Suite of programs including Excel, Word, and Outlook.
  • Acquire and maintain a working knowledge of the City's accounting software and its uses within the Department of Community Development.
  • Ability to effectively manage multiple calls, requests for help and critical tasks simultaneously.
  • Ability to follow City and Department policies and procedures and the supervisor's directions.
  • 20. Good judgment and the ability to solve problems and assist co-workers and others with solutions to problems.

    21. Good interpersonal skills and the ability to get along well with the public, co-workers and others.

    22. Ability to work occasional overtime and attend meetings as needed and be flexible so as to handle other assignments by supervisors.

    Preferred Qualification :

  • Acquire and maintain required certification(s) including International Code Council (ICC) Chapter 14 Permit Technician Certification within 18 months.
  • Bilingual in Spanish.
  • Physical and Mental Requirements :

    In order to successfully achieve the goals of the Building Department, the Permit Tech must meet the following physical and mental requirements with or without accommodation.

  • The ability to understand, learn, remember and communicate information about the job.
  • Ability to understand, remember and correctly relay instructions, rules and regulations.
  • The ability to understand the meaning of and use and speak words understandably and effectively in the English language.
  • Good hearing and listening abilities, that is, the Permit Tech must be able to hear spoken words from co-workers, supervisors and others.
  • Good motor coordination skills, that is, the Permit Tech must be able to coordinate his or her eyes, hands and fingers rapidly and accurately in order to handle precise movements such as typing and in response to visual, auditory and other stimuli.
  • Make / use repetitive hand motions over an extended period, as when typing.
  • Work under pressure and under deadlines in order to respond to co-workers and the public.
  • Sit, stand, move around, bend, reach, stretch, push and pull and remain upright for extended periods of time in one room. Must be able to lift or move objects weighing as much as 35 pounds. The activities and the approximate amounts of time required per day for each are shown below.
