General Description:
The IT Director is responsible for overseeing the City of Converse’s information technology strategy, infrastructure, security, and operations. This role ensures data integrity, cybersecurity, cloud storage management, and IT service delivery for municipal operations. The IT Director provides leadership in developing technology policies, planning system enhancements, and maintaining compliance with local, state, and federal regulations. This position reports to the City Manager and collaborates closely with all city departments. The IT Director also manages external vendors for IT services and projects.
Essential Job Duties:
- Develops and implements an IT strategic plan, aligning technology initiatives with city goals.
- Manages all IT operations, including cybersecurity, data management, cloud storage, network security, and software systems.
- Leads IT risk management efforts, ensuring compliance with cybersecurity regulations (e.g., CJIS, HIPAA, NIST).
- Oversees IT budgets, procurement, and vendor contracts, ensuring cost-effective technology solutions.
- Develops and enforces IT policies, including access control, disaster recovery, and system usage.
- Ensures effective IT support services, troubleshooting system issues, and optimizing technology resources.
- Collaborates with public safety, finance, public works, and other departments to enhance IT service delivery.
- Evaluate emerging technologies and recommend system improvements.
- Leads cybersecurity initiatives to protect city data and prevent unauthorized access or breaches.
- Manages operational and capital IT budgets across all city departments.
- Oversees audio-visual equipment, security cameras, access control, telecommunications, and mobile computing.
- Develops and tracks IT budgets, manages the Technology Services Fund, and secures City Council approvals for major expenditures.
- Writes or reviews RFPs and purchase specifications for capital projects and outsourcing contracts.
- Manages relationships with external vendors and contractors to ensure service quality and efficiency.
- Acts as the final escalation point for after-hours technical support.
Knowledge, Skills, and Abilities (KSA's):
- Strong knowledge of municipal IT infrastructure, cloud computing, network security, and data protection.
- Familiarity with public sector IT compliance standards (CJIS, NIST, HIPAA, PCI-DSS, etc.).
- Proficiency in Microsoft 365, cloud-based storage, cybersecurity tools, and ERP systems.
- Experience with disaster recovery planning and business continuity strategies.
- Strong leadership, budget management, and project management skills.
- Ability to analyze IT trends and recommend cost-effective technology improvements.
- Excellent communication and problem-solving abilities.
Minimum Qualifications:
- Bachelor’s degree in Information Technology, Computer Science, or related field; or equivalent experience.
- Seven (7) years of progressive IT management experience, including at least three (3) years in a senior leadership role, preferably in municipal government.
- Certifications such as CISSP, CISM, PMP, or Microsoft Azure certifications are preferred.
- Valid Texas Driver’s License.
