Salary: $70,000 – $90,000 per year (DOQ)

General Description:

The IT Manager is responsible for the day-to-day management of the City of Converse’s IT systems, providing hands-on support for network administration, cloud storage, cybersecurity, and technical troubleshooting. This role works closely with city departments to ensure reliable and secure IT services. The IT Manager reports to the IT Director and collaborates with external vendors.

Essential Job Duties:

  • Manages daily IT operations, ensuring uptime and security of city networks, servers, and applications.
  • Provides technical support for city employees, resolving hardware, software, and network issues.
  • Administers cloud-based services, including Microsoft 365, backup solutions, and cybersecurity tools.
  • Implements IT security measures, including firewalls, endpoint protection, and multi-factor authentication.
  • Monitors system performance and conducts regular IT maintenance, updates, and patches.
  • Assists with IT procurement, vendor management, and technology contract negotiations.
  • Develops and maintains IT policies related to cybersecurity, data access, and IT asset management.
  • Conducts training for employees on IT security best practices and software usage.
  • Supports IT Director in technology planning, disaster recovery, and infrastructure upgrades.
  • Manages IT support tickets and provides timely resolutions to technical issues.
  • Oversees audio-visual equipment, security cameras, access control, telecommunications, and mobile computing.
  • Manages vendor relationships, contracts, and service level agreements.
  • Provides end-user support for various systems, including council meeting systems and devices for council members.
  • Acts as an escalation point for after-hours technical support issues.

Knowledge, Skills, and Abilities (KSA's):

  • Strong knowledge of network administration, Windows Server environments, cloud storage, and cybersecurity.
  • Experience with help desk support, troubleshooting hardware/software issues, and IT asset management.
  • Familiarity with municipal IT systems, GIS, ERP software, and public safety technology.
  • Ability to analyze system vulnerabilities and implement security enhancements.
  • Strong organizational skills and ability to manage multiple IT projects simultaneously.
  • Excellent troubleshooting and communication skills.
Requirements:

Minimum Qualifications:

  • Bachelor’s degree in Information Technology, Computer Science, or a related field (equivalent experience may be considered).
  • Five (5) years of IT experience, including network administration, security management, or cloud storage support, with at least two (2) years in a supervisory role.
  • Certifications such as CompTIA Security , CCNA, Microsoft Azure, or ITIL preferred.
  • Valid Texas Driver’s License.

  • Ability to make and/or use repetitive hand motions over an extended period, such as when typing or operating a motor vehicle.
  • Sit, stand, move around, bend, twist, reach, stretch, grasp, push and pull and remain upright for extended periods. Must be able to lift or move objects weighing as much as 50 pounds. Estimated daily activity requirements:
  • Sitting: 20% - 65%
  • Standing: 5% - 75%
  • Moving around: 5% - 65%
  • Lifting or moving objects of 50 pounds or less: 5% - 65%
  • Pushing or pulling: 5% - 65%
  • Reaching: 5% - 65%
  • May work offsite in environments that are cold, hot, dusty, and/or damp.
  • Walk up and down stairs.
  • Work under pressure and deadlines in order to respond to coworkers and the public.
  • Punctual, regular, on-site, in-person attendance is a requirement.
  • Dress appropriately and in compliance with City Policy.
  • Safeguard City property and recognize and report needed repairs.
  • Work safely, follow safety rules and training, and maintain a clean, safe work environment.
  • Safely operate a motor vehicle to travel between worksites as required.
