Job Summary
This position is responsible for providing a wide range of HR support with an emphasis on recruiting and administering special projects.

- Manages the recruiting process for all open positions such as process employment requisitions posting jobs, prep applicant packets, and screen applications, schedule interviews, manage interview process, follow up with candidates, and forward rejections letters.
- Screens applications and forwards qualified applicants to the hiring manager.
- Collaborates with hiring managers and department directors to understand staffing needs and developing effective recruitment strategies.
- Builds relationships with military, colleges and universities, trade schools, and other sources to build a talent pipeline.
- Attends and actively participate in recruitment events such as job fairs, college career days, city sponsored events, community and business partner events.
- Stays active on job boards and social networks to find talent.
- Manages, updates and create job descriptions.
- Champions best practices for recruiting and onboarding employees.
- Generates recruitment reports by collecting, analyzing and summarizing recruiting data and trends
- Manages the onboarding process to include: conducts background checks, and pre-employment drug tests; administers all onboarding related activities and tasks.
- Conduct new hire orientation session to educate employees on city systems, policies, and procedures.
- Conducts and completes wage surveys to ensure the city is wage competitive.
- Act as back-up to process bi-weekly payroll.
- Performs exit interviews and notifies appropriate staff of employee termination.
- Assists HR leadership and participates in department initiatives and projects as needed.
- Actively contributes to continuous improvement with the HR team.
Minimum Qualifications
Licenses(s): Valid Georgia Driver's License
Education: Completion of a standard high school diploma, GED or equivalent from a regionally or nationally accredited school. An Associates' or Bachelors' Degree with a concentration in human resources, psychology, business or related field is preferred.
Experience: Two (2) or more years of experience in full life cycle recruiting (non-exempt, exempt, managerial positions) utilizing an ATS. Experience with Tyler ERP (Munis) a plus.
Certifications: Professional in Human Resources (PHR) from HRCI or SHRM Certified Professional (SHRM-CP) from the Society of Human Resource Managers; and/or Certified Human Resources Manager (CHRM) from the Carl Vinson Institute of Government is preferred.
Knowledge, Skills and Abilities
- Personal Computer and other equipment associated with a general office environment (copier, telephone, fax, etc.)
- Intermediate to expert skills in Microsoft Office (specifically Word, Excel and PowerPoint).
- Excellent problem solving, verbal communication skills and organizational skills.
- Basic understanding of employment laws and practices.
- Maintain highly confidential nature of human resources work.
- Experience developing recruiting strategies.
- Exceptional customer service skills.
