Job Summary:
Employees in this class are under general supervision. Performs advanced bookkeeping tasks, to include some or all of the following as assigned.
Examples of work performed: processes payroll, inputs status changes and time from employee timesheets, processes and verifies payroll calculations, reconciles deductions, mails pay stubs, prepares, and transmits payroll taxes and state unemployment reports, processes W2s and 1095s for all employees. Reconciles daily entry of cash receipts by City departments and bank deposits. Prepares journal entries for various City accounts and prepares check requests to reimburse general fund. Reconciles each utility department daily deposit; prepares utility bank drafts, reconciling with customer billing system. Prepares bank reconciliations. Reconciles and balances customer billing system reports to ensure accurate month end ledger balances for each utility department, prepares monthly status report. Processes returned checks. Prepares customer service bank deposits. Maintains utility customer sales and use tax forms, verifies appropriate sale tax calculations, and prepares monthly sales and use returns. Administers city wide cell phone upgrades and additions, distributes usage reports, reconciles monthly vendor invoice. Maintains depreciation schedules and capital asset inventory listings. Tracks grant expenditures and prepares grant reports and reimbursements. Performs other related duties as required.
Required Knowledge and Abilities:
Knowledge of accounts payable/receivable and basic accounting principles.
Knowledge of payroll processing, employment taxes, and Fair Labor Standards Act.
Knowledge of modern office practices, procedures and equipment.
Knowledge of state business and property tax laws.
Knowledge of Microsoft office products including Word and Excel.
Ability to type accurately from plain copy and rough drafts.
Ability to make arithmetic calculations rapidly and accurately.
Ability to evaluate situations and make decisions.
Ability to establish and maintain an effective working relationship with the public and other employees.
Must be able to speak clearly and follow oral and written instructions.
Must have ability to operate a personal computer and read invoices.
Qualifications:
The required knowledge, skill, and abilities to satisfactorily perform job duties are normally acquired through attainment of an Associate's degree (A. A.) or equivalent from two-year college or technical school plus two to four years of related experience, or an equivalent combination of education and experience.
Essential Functions:
Duties performed primarily in a stationary position at least 50% of the time in an office environment; Work requires moving about inside the office to access file cabinets, office machinery, etc.; inputting data into computers and other office devices; frequently communicating with other employees within the City regarding time sensitive projects, exchanging accurate information in these situations. Occasionally moves objects weighing up to ten (10) pounds.
