Job Summary
Employees in this class are under administrative direction. Work performed in assisting with the administration of the finances of the city and performing advanced professional accounting work.
Examples of work performed : Assists in planning, directing, and coordinating the fiscal management program of the city. Maintains accounting records involving technical accounting data for all funds of the city including the general fund, special revenue funds, internal service funds, and enterprise funds. Performs professional accounting tasks such as preparing journal entries, trial balances, and prepares required financial statements and scheduled reflecting comparison of actual expenditures to budgetary appropriations for all funds. Prepares specialized accounting reports as required and assists with day-to-day cash management. Assists the Finance Director in the preparation of annual budget. Participate in the annual external audit, including preparation of year-end analysis, audit work papers, and coordination with auditors on audit procedures. Assists the Finance Director with the coordination of work and operations of the accounting, customer service and general revenue departments. Supervises the collection of utility billing revenue, utility deposits and delinquent utility accounts.
Supervises the city payroll and accounts payable operations. Provides backup for critical tasks performed by the Finance Director. Performs related duties as required.
Required Knowledge and Abilities
Knowledge of Generally Accepted Accounting Principles (GAAP)
Knowledge of accounting theory, principles and practices and their application to a wide variety of accounting transactions
and problems in municipal government
Knowledge of budgeting and purchasing procedures
Knowledge of business English and arithmetic
Knowledge of modern office practices, procedures and equipment including applicable computer operations
Knowledge of principles and practices of supervision
Ability to plan, direct and evaluate the work of technical and clerical personnel
Ability to prepare financial analysis and financial statements
Ability to evaluate situations and make decisions
Ability to communicate effectively both orally and in writing
Ability to establish and maintain an effective working relationship with the public and coworkers
Qualifications
Bachelor's degree from an accredited four-year college or university with a major in accounting, public or business administration, or finance including or supplemented by a minimum of 27-credit hours in accounting required. Five years progressively responsible experience in complex accounting environment with some supervisory experience preferred. CPA preferred.
Essential Functions
Duties performed primarily in a stationary position at least 50% of the time in an office environment. Work requires moving about inside the office to access file cabinets, office machinery, etc., inputting data into computers and other office devices; frequently communicating with other employees within the City regarding time sensitive projects, and exchanging accurate information in these situations.
