Job Summary :
Provides civil engineering technical support for the City's water distribution and wastewater collection systems.
Examples of Work Performed :
Manages water and wastewater projects designed internally or by external engineering firms; provides technical assistance during design and construction, including overseeing bid process, executing project contracts, on-site inspections of construction work, and approval of change orders and pay requests. Completes design of routine water and wastewater projects; oversees pretreatment program, including conducting inspections / testing of discharges, issuing notices of violations, and assisting industries in developing remedies if needed. Develops and promotes Fats, Oils, and Grease program; prepares and submits environmental and construction permit applications. Coordinates public hearings and serves as liaison between property owners and contractors to answer questions, resolve problems, and obtain easements / appraisals. Provides technical assistance to department work crews. Completes surveys based on engineering and GIS data. Performs related duties as required.
Knowledge and Abilities :
Knowledge of the methods, materials, and equipment used in construction of water / wastewater infrastructure
Knowledge of industrial discharge permit requirements and pretreatment program
Knowledge of Fats., Oils, and Grease program requirements
Knowledge of Geographic Information System (GIS) technology
Knowledge of occupational hazards and safety precautions
Proficiency with Microsoft Office Suite
Ability to communicate effectively orally and in writing
Ability to keep records and prepare reports
Ability to make independent judgments in the absence of supervision
Ability to read, understand, and work from construction plans
Ability to establish and maintain an effective working relationship with the public and co-workers
Qualifications :
The required knowledge, skills, and abilities to satisfactorily perform these job duties are normally acquired through the attainment of a Bachelor's degree (B.S.) in civil engineering from a four-year college or university. Must possess a valid Tennessee drivers license. Engineering Intern and Pretreatment Level I certifications and computer aided drafting (CAD) experience preferred.
Essential Functions :
The essential functions of this position include both office and outdoor environments. Employees in this classification must be able to move about an office and use a variety of office equipment in addition to visiting and inspecting construction sites which requires considerable walking and positioning of the body; be able to frequently lift items weighing up to ten pounds and occasionally items weighing up to fifty pounds. Employees are frequently exposed to inclement weather and occasionally exposed to toxic / caustic chemicals, fumes, and / or airborne particles. Attendance is an essential function of this position.
