CITY OF COQUILLE JOB DESCRIPTION

Job Title: WTP/WWTP – Relief Operator

Pay Range: $4,319.00 - $5,511.00 per month

Classification: Non-Management, Full Time, Benefits

Schedule: 7:30am – 4:00pm; Thursday – Monday, including holidays as needed

WTP/WWTP - RELIEF OPERATOR JOB SUMMARY

Under the direct guidance and general supervision of the Plant Operations Supervisor, performs a variety of semi-skilled and skilled work involved in the operation, repair, and maintenance of the water/wastewater plant. Performs related work as required. The regular schedule for this position is 7:30am – 4:00pm Thursday through Monday, including holidays as needed.

Supervision Received/Exercised:

The WTP/WWTP Relief Operator receives general supervision and direction from the Plant Operations Supervisor who outlines the overall daily and recurring tasks, priorities, and deadlines. The WTP/WWTP Relief Operator performs tasks and assignments with the Public Works crew. Does not exercise supervision over staff.

The WTP/WWTP Relief Operator exercises judgment on routine tasks according to previous training, experience, and instructions. Work is reviewed by the Plant Operations Supervisor in terms of accuracy, effectiveness, and compliance with laws, regulations, policies, and procedures.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Operates large water/sewage pumps, automatic rakes, centrifugal sludge pumps, and otherstandard water/sewage treatment equipment.

Makes minor repairs as needed.

Inspects the operation of the plants for proper flow.

Makes raw sewage tests, taken at intervals, to determine the treatment needed.

Collects samples of finished water, tests samples in laboratory.

Regulates the amount of chlorine used at the plant, and tests for chlorine dosage: also,assists in the care of chlorination equipment at the plant.

Fills in at the Water/Wastewater Treatment Plants, in the absence of the operator.

Performs weekend duties at both plants on a regular basis.

Follows all safety rules and procedures for work areas including state, health, OSHA, andDEQ regulations; and city, state, and safety flagging regulations for protection of self, co-workers, and the general public.

Complies with established work standards and maintains all required logs and work recordsof plant operations.

Assists other public works crew members as needed and performs other directly related duties consistent with the role and function of this classification.

MINIMUM QUALIFICATIONS

Knowledge, Skills, And Abilities:

The following generally describes the knowledge, skills, and abilities required to enter the job and/or be learned within six months of employment in order to successfully perform the assigned duties.

Knowledge of the functions and mechanics of pumps and other equipment used in thewater/sewage disposal plant; skill in the operation, maintenance and repair of pumps and otherplant facilities.

Ability to perform simple chemical tests,

Ability to keep records, make reports, and read gauges; mechanical aptitude.

Ability to perform laborious tasks requiring some lifting of bags or materials.

Knowledge of water and wastewater treatment plant operations and skill in the use of tools,equipment, practices, appropriate and suitable materials used in sewer andwater system repair, maintenance, and construction.

Knowledge of, skill in, and ability to operate and provide minor maintenance/repair of varioustypes of small, large, light, and heavy tools/equipment including but not limited to hand tools,power tools, and construction equipment (i.e., backhoe, dump truck, grader, etc.).

Knowledge of and ability to observe and follow established safety principles and proceduresand work in a safe manner, including all state, health, OSHA, and DEQ regulations.

Knowledge of and ability to observe and follow city, state, and safety flagging regulations forprotection of self, co-workers, and the general public.

Knowledge and general understanding of the physical layout of the City of Coquille.

Mechanical skill.

Mathematical skill and ability to perform mathematical calculations.

Ability to establish and maintain effective working relationships and communicate clearly andregularly with the Public Works Director, the Public Works crew, and other City employees andthe general public; to follow written and oral directions; and to communicate clearly andconcisely, both orally and in writing.

Ability to exercise judgment and good organizational and planning skills in order to meetdeadlines within established guidelines.

Ability to work on-call and to respond to emergency situations.

Education & Experience:

Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Graduation from high school or GED equivalent; and,

Some experience in mechanical maintenance work.

Some experience working with hand tools, power tools, meters, gauges, computers.

Prefer some experience relating to the operation, construction, repair, and maintenance of water, sewer, street, storm drainage systems, and/or parks, including the operation of related city-owned/ public works maintenance equipment.

Licenses & Certifications:

Must possess a valid State of Oregon Driver’s License in good standing; class B CDL preferred.

Have any certification in water treatment or wastewater treatment, or ability to obtain Oregon Level I certifications in twelve (12) months and Level II certifications in thirty-six (36) months.

Additional certificate(s) specific to functional area of assignment may be required.

The employee must frequently lift and/or move up to 25 pounds and occasionally lift and/or move up to 75 pounds. Specific vision abilities required by this job includes the normal visual range (close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus) with or without correction. Specific hearing abilities required by this job includes the normal audio range with or without correction.

Work Environment:

Outdoor field environment; travel from site to site; regular exposure to noise, dust, grease, smoke, fumes, noxious odors, gases, mechanical and electrical hazards, and all types of weather and temperature conditions; work in confined spaces and in awkward body positions including above and below ground; occasional exposure to moving mechanical parts and/or hazardous traffic conditions; work and/or walk on various types of surfaces including slippery or uneven surfaces and rough terrain; work at heights; the noise level in the work environment is usually loud in field settings, including work on city streets as well as in water and wastewater treatment plants.

Incumbents may be required to respond to emergency calls after hours including evenings and weekends and will be included in the on-call work rotation.

Tools and Equipment Used:

The essential functions of this job require knowledge of and skill in the operation/use of motorized vehicles and equipment including: pickup truck, dump truck, backhoe, loader, tractor, mower, and similar equipment as well as common power and hand tools including: Skill saws, grinders, electric drills, overhead lift hoists, pumps, shovels, rakes, wrenches, saws, drills, pry bars, hammers, screwdrivers, torches, etc. The essential functions of this job require knowledge of and skill in the operation/use of detection devices, mobile radio, phone, and other office machines.
