Description
Under general supervision, the purpose of the position is to purchase and receive commodities and supplies for the City. Employees in this job classification function at the professional level, to maintain vendor relationships for the continuous supply of quality products. Work includes exploring potential vendors and procurement of new products.
Examples of Duties
- Purchases various goods and services for the City; approve expenditures up to $5000; solicit quotes for all purchases above $5000 not exempted in the code.
- Reads, analyzes and reviews for compliance various contracts for services and goods; work with City Attorney's office and departments to reach agreement on contract terms; monitor contract for performance compliance.
- Prepares, writes, solicits bids, Request For Quotations (RFQ's) and Requests For Proposals (RFP's) for various goods and services; work with department in developing specifications; analyze, evaluate and negotiate bids; serves as chair on evaluation committees (RFP's) and conducts the presentations; analyze, evaluate and negotiate RFP proposals; prepares and submits purchase orders and order reports.
- Assists departments with Enterprise Resource Training (ERP) training needs of staff and data entry security levels.
- Maintains active communication with Purchasing personnel and Purchasing Manager to define required tasks in departmental administrative functions; assists in the direction and training of entry-level staff.
- Performs current and new product review to determine appropriate product purchasing, distribution and development.
- Administer Procurement card program : request and cancel credit cards, assign spending limits and MCC codes, dispense cards to users, dispute unauthorized charges, & ensure payments are made.
- Prepare reports and recommendations for contract renewals under $75,000 to the Purchasing Manager
- Reviews information for product procurement, including market surveys and research. Develops and maintains vendor relationships for the continuous supply of quality products.
- Communicates regularly with the City Attorney's Office and departments regarding agreement on contract terms. Create and prepare City Commission agenda memos for the procurement of goods and services over $75,000. Prepare reports and recommendations for contract renewals under $75,000 to the Purchasing Manager. Maintains records and reports, weekly and monthly product updates, and product inventory journals including procurement card program.
- Analyzes quotations (bid) responses to determine the lowest responsive and responsible quoter / bidder and make recommendations to the appropriate award authority.
Typical Qualifications
Bachelor's Degree in Business Administration or related field. Two (2) years of responsible experience in the administrative support functions of purchasing, preferably as a Purchasing Agent; or an equivalent combination of education, training, and experience. Certified Procurement Professional Buyer (CPPB), preferred.
