Pay: $2,904.00 min to $3,484.80 mid Bi-Weekly
Under general supervision, ensures the financial records of the City are accurately accounted for and are in compliance with various state and federal mandates, city polices and procedures, and governmental accounting standards. Oversees the day-to-day management of Accounting and Accounts Payable.
PRIMARY DUTIES AND RESPONSIBILITIES:
- Develops the Annual Comprehensive Financial Report (ACFR), and the Federal Awards Reports in accordance with Uniform Guidance, on a timely basis to comply with external reporting deadlines of Federal and State agencies and GFOA.
- Prepares the ACFR to a standard that obtains the Certificate of Achievement for Excellence in Financial Reporting from GFOA.
- Ensures that accounting activities are conducted and reported in accordance with generally accepted accounting principles (GAAP) and Federal Energy Regulatory Commission accounting rules where appropriate.
- Ensures that the City’s financial reporting complies with GASB requirements.
- Acts as liaison with external auditors and federal and state agency auditors in the examination of the City’s financial records, and directs staff to ensure the timely completion of accurate schedules and work papers to meet agreed-upon delivery dates.
- Ensures that written accounting policies exist and are updated to provide for strong internal controls to allow for safeguarding of the city’s assets, accurate and timely reporting of financial data, and the early detection of errors and omissions.
- Assists in the preparation and review of official statements for bond offerings and in the preparation and monitoring of the budget as necessary.
- Performs financial and statistical analysis in the maintenance and management of accounting and transaction records for the general ledger, special funds, and special projects; and reviews, researches, reconciles, and ensures the accuracy of the ledgers and accounts.
- Monitors and reviews accounting documents for accuracy, completeness, and compliance with federal and state regulations, City policies and procedures, and control practices; identifies discrepancies and errors and makes necessary journal entries to correct records; manages allocations; and meets reporting requirements as appropriate.
- Provides technical assistance and training to department management and accounting staff as required.
- Responds outside of normally scheduled work hours in response to special events, natural disasters, emergencies, or critical incidents as determined by the City.
- Maintains the integrity, professionalism, values, and goals of the City by assuring that all rules and regulations are followed, and that accountability and public trust are preserved.

MINIMUM QUALIFICATIONS:
Education and Experience:
Bachelor’s degree in finance, accounting, or business administration; AND three years’ experience in government finance/accounting; OR an equivalent combination of education and experience.

- Training and certification in Public Funds Investment Act, §§ 2256.001-.055, is required; additional technical certifications and training may be required.

- Public sector accounting and budgeting principles and procedures, including for payroll, revenue, service fees, grants, and cost accounting.
