Pay: $29.92 to $35.90 per hour

Oversees the daily operations, maintenance, and repair of city streets, signage, lighting, and related infrastructure. Ensures all street projects are planned, coordinated, and executed effectively while maintaining compliance with the Manual on Uniform Traffic Control Devices (MUTCD) and other regulatory standards. Responsible for budget oversight, preventive maintenance on equipment, safety program implementation, employee evaluations, and managing public engagement efforts. Requires a proactive leader with strong organizational and communication skills to ensure safe and efficient street operations.

PRIMARY DUTIES AND RESPONSIBILITIES:

  • Manages and oversees all street repair projects, including pothole patching, resurfacing, and reconstruction efforts.
  • Coordinates and schedules preventive maintenance and emergency repairs for city streets.
  • Ensures compliance with MUTCD standards for road signage, pavement markings, and traffic control measures.
  • Plans and coordinates internal and external repairs, working closely with contractors, utility companies, and city departments.
  • Implements preventive maintenance programs to extend the lifespan of street infrastructure.
  • Oversee the installation, maintenance, and repair of street lighting systems to ensure well-lit public areas.
  • Coordinates with utility companies and contractors to ensure timely lighting repairs and upgrades.
  • Develops and manages short-term and long-term street maintenance plans.
  • Coordinates street improvement projects with Public Works staff, contractors, and other agencies.
  • Oversees road closures and detour planning to minimize disruptions during repairs or events.
  • Ensures proper placement and maintenance of special event signage and traffic control devices.
  • Assists in developing and managing the street maintenance budget, ensuring cost-effective resource allocation.
  • Monitors and approves P-Card transactions, ensuring purchases align with budgetary constraints.
  • Evaluates equipment, materials, and vendor contracts to optimize operational efficiency.
  • Oversees the preventive maintenance program for street repair equipment and vehicles.
  • Ensures that all equipment is properly inspected, maintained, and repaired as needed.
  • Works with fleet management to schedule routine servicing and equipment replacements.
  • Maintains an inventory of equipment and materials, ensuring availability for scheduled maintenance and emergency repairs.
  • Allocates resources efficiently to meet maintenance schedules and respond to unforeseen issues.
  • Develops and enforces safety protocols to protect staff and the public during street maintenance and repair activities.
  • Ensures all street maintenance operations comply with local, state, and federal regulations, including environmental and safety standards.
  • Addresses public inquiries and complaints related to street maintenance, providing timely and effective resolutions.
  • Engages with community members to inform them about upcoming projects, road closures, and maintenance activities.
  • Coordinates public notifications and assists with media and social media updates regarding street projects and events.
  • Plans and coordinates road closures and detours for special events, ensuring public safety.
  • Ensures the placement of proper temporary traffic control signage for special events and emergencies.
  • Responds to weather-related emergencies, coordinating snow removal, flood response, or storm damage repairs.
  • Maintains accurate record-keeping of street maintenance activities, equipment usage, and staff assignments.
  • Utilizes the CityWorks work order system to track maintenance activities, work orders, and project progress.
  • Conducts regular performance evaluations for street maintenance staff, providing feedback and identifying areas for improvement.
  • Encourages and facilitates ongoing training and certification opportunities for staff to enhance their skills and knowledge.
  • Develops and updates standard operating procedures for street maintenance activities to ensure consistency and efficiency.
  • Enforces city policies related to street use, maintenance, and safety, taking corrective action as necessary.
  • Responds to emergency callouts resulting from severe weather, major accidents or other factors; dispatches and accounts for crew activity during emergency events; performs tasks in the interest of public safety and property protection during emergencies.
  • Maintains the integrity, professionalism, values and goals of the City by assuring that all rules and regulations are followed, and that accountability and public trust are preserved.
  • Cooperates with co-workers professionally to accomplish work efficiently and effectively.
  • Has regular, predictable attendance; attendance is a factor in continued employment with the City.
  • Performs other duties as assigned or required.

MINIMUM QUALIFICATIONS:
Education and Experience:

  • High school diploma or GED equivalent; an associate’s degree or vocational training in public works, construction management, or a related field is preferred.
  • Five years of experience in public works, construction, or infrastructure maintenance, with at least two years in a leadership or supervisory role.
  • OR an equivalent combination of related education and experience.

Required Licenses or Certifications:

  • Must possess a valid Texas Commercial Driver’s License (CDL Class A or B) or be able to obtain within 12 months.
  • Supervisory or management training certification preferred.
Required Knowledge of:
  • City policies and procedures.
  • Materials, methods, tools, and equipment used in repair and maintenance of streets, roadways, and infrastructure.
  • Operation, maintenance, and repair standards for heavy equipment and specialized vehicles.
  • Principles of personnel management, team leadership, and employee training.
  • Federal, state, and City safety rules and regulations, occupational hazards, and safety precautions.
  • OSHA safety rules and regulations, and safety practices in hazardous traffic environments.
  • Traffic laws and rules for vehicle and equipment operation.
  • Proper use and storage of chemicals, including OSHA Material Safety Data Sheets (MSDS) for hazardous chemicals used in the workplace.
  • Budgeting, procurement, and inventory management related to public works operations.
  • Customer service standards and protocols.
Required Skill in:
  • Supervising, training, and evaluating staff performance.
  • Prioritizing tasks and assigning and coordinating work of assigned personnel.
  • Reading and understanding construction blueprints, plans, specifications, and technical documents.
  • Using specialized tools and heavy motorized equipment to perform maintenance and repair work.
  • Safe and efficient operation and maintenance of tools and motorized equipment according to standard operating and safety procedures.
  • Making routine operating adjustments and repairs to assigned equipment.
  • Identifying mechanical problems.
  • Developing and implementing work schedules, project plans, and operational procedures.
  • Monitoring compliance with safety regulations and conducting safety training.
  • Communicating effectively with staff, contractors, vendors, and the public.
  • Following and enforcing safety standards.
  • Closely following verbal and written instructions and procedures.
  • Establishing and maintaining cooperative working relationships with co-workers and the public.
  • Operating a personal computer utilizing a variety of business software.
Physical Demands / Work Environment:
  • Work is performed indoors and outdoors at work sites throughout the city.
  • May be required to work extended hours, evenings, weekends, and emergency call-outs.
  • Required to perform moderate physical work and lift and carry up to 80 pounds.
  • May be exposed to hazardous conditions, extreme weather, and confined spaces.
