The Organization

The City of Corona is a General Law city operating under a Council-Manager form of government. Policymaking and legislative authority are vested in the City Council, consisting of a Mayor and four Council Members.  Members of the City Council are elected by District to a four-year term.  The Mayor is selected by the Council and serves as the presiding officer for one year.

 
The City is organized into the following departments/organizational units: City Manager’s Office, Community Services, Economic Development, Finance, Fire, Human Resources, Information Technology, Legal and Risk Management, Planning & Development, Police, Public Works, and Utilities. Oversight of these departments is divided between the City Manager and two Assistant City Managers.
  
The City's total operating budget for Fiscal Year 2024 is $409.7 million with a General Fund operating budget of $209.7 million. Corona enjoys a workforce of 922 dedicated employees who provide high-quality services to its residents and visitors each day.

Under general supervision from the Chief Talent Officer, the Organizational Training & Development Officer will design, develop, and implement City-wide Professional Development and Diversity, Equity, Inclusion, and Belonging (DEI&B) programs.  This position assesses city-wide developmental needs to drive training initiatives and identifies and arranges suitable training solutions for employees. This position actively searches, creatively designs, and implements effective methods to execute comprehensive strategies for organizational learning and development programs to include recommending programs and course curriculum, organizational development concepts and workshops, leadership and manager/supervisor development classes and learning experiences.  The Organizational Training and Development Officer (OTDO) serves as a liaison to the organization's staff, facilitating initiatives across the city. The OTDO fosters partnerships with internal and external partners to enhance a learning and teaching culture. 

A typical way of obtaining the knowledge, skills and abilities outlined above is graduation from a college or university with full accreditation status granted by an institutional or specialized accrediting body recognized by the U.S. Department of Education or the Council for Higher Education Accreditation with a major in Training and Development, Organizational Development, Human Resources, Adult Education/Staff Development, Industrial-Organizational Psychology, Business or Pubic Administration or related field, along with five (5) years of professional HR experience including three (3) years or more of professional level experience working with employees and leaders to develop and facilitate training programs designed to connect with audience from diverse cultures and backgrounds.   


This position works primarily in a typical office setting, but will also travel and provide service to satellite City field and outdoor facilities and locations.

Salary : $96,888 - $117,768
