The Finance Division is essential in overseeing the City’s financial operations, ensuring accountability, and fostering efficient, compliant processes. Comprising six staff members, the division manages the development and administration of the City’s $100 million budget and the Annual Comprehensive Financial Report (ACFR). It also handles an average of 350 accounts payable transactions weekly and processes 480 payroll payments every two weeks. As part of a full-service city, the Finance team is committed to providing exceptional service to all nine city departments while also acting as the administrators of the city's financial system.
The Position
The Accountant will perform a variety of complex and specialized duties in professional accounting and financial analysis to support Citywide operations. The responsibilities will include developing and implementing financial record-keeping procedures; compiling and/or interpreting complex financial statements; budgeting/forecasting revenue and expenditures; participating in the implementation and management of financial systems, and training other city staff. This position will also serve as the lead accountant and backup to other finance positions; participate in the development and management of the City’s annual budget, fiscal year-end closing, and ACFR; and assist the Finance Manager in various accounting and financial analysis activities. Additionally, this position will work on special projects within the finance division and the department, as well as, across the city. The Accountant performs the full range of duties as assigned and receives only occasional instruction or assistance as new or unusual circumstances arise; will have knowledge of the operational procedures and policies. The Accountant is a full-time, exempt, and self-represented position.
The ideal candidate will possess:
- Experience in preparing a variety of accounting, statistical, budget, and financial reports.
- Governmental accounting and public finance experience.
- Knowledge of Generally Accepted Accounting Principles, practices, and procedures.
- Experience in the implementation and management of financial systems (Tyler Munis ERP experience desirable).
- Experience preparing, managing, and forecasting fund/governmental budgets
- Knowledge of reporting laws and requirements of various state, and federal agencies, insurance, and financial firms.
- Knowledge of federal and state grant laws and procedures.
- The ability to prepare comprehensive and clear financial statements, reports, and fiscal records.
- Experience preparing written financial reports and recommendations.
- Experience training/guiding other finance staff and end users.
- Ability to work independently with minimal supervision.
- Ability to exercise good judgment.
- Experience creating desk or standard operating procedures.
- Ability to identify process gaps and make recommendations for process improvement and streamlining.
- Strong communication and relationship-building skills.
- The ability to coordinate department accounting needs with a diverse group of leaders.
- Excellent Microsoft Excel skills.
Minimum Requirements
Experience:
- At least two (2) years of increasingly responsible technical accounting experience, including general ledger.
- Mid-level professional accounting experience with a governmental agency is preferred.
- Lead accountant experience is highly desirable.
- Equivalent to a Bachelor’s degree from an accredited college or university with a major course in finance, accounting, business administration, or related field.
- Coursework or certification received from CSMFO or GFOA is highly desirable.
