Associate Engineer

The Department:

The Department of Public Services and Engineering is responsible for maintaining the City’s physical infrastructure and maintenance for the City’s beaches, facilities, parks, sanitary sewer and storm drain systems, and rights of way, while protecting the public’s health and safety. The department also provides engineering management, including planning, design, construction, and repair of the City’s buildings, parks, streets, and utility systems in addition to management of a wide range of services and programs.

Under direction, to perform professional level duties in support of the City's Public Services and Engineering Department's design and construction projects including buildings, streets and transportation systems, with an emphasis in water resource projects (storm drain and wastewater) to serve as project manager on engineering projects; to ensure work quality and adherence to professional engineering standards; and to provide highly complex and administrative support to the Assistant Director and/or Director of Public Services and Engineering.


Essential Functions
  1. Perform professional level duties in support of the City's engineering design and construction projects including facilities, streets, sewers, storm drains, utility and transportation systems; ensure that the public right-of-way is built and maintained in a safe and efficient manner; exercise engineering judgment in accordance with current accepted practice of civil engineering and appropriate laws and codes. 
  2. As assigned, serve as project manager for engineering design and construction projects; administer projects from inception to completion including design, review, public meetings, bidding and construction; develop scopes of work; serve as liaison to other City staff, developers, engineers, consultants, the general public and external agencies on proposed development projects; develop project timelines and set priorities; assign work tasks and oversee the services of consultant staff. 
  3. Serve as facilitator and technical advisor on engineering projects; conduct meetings to interpret, explain and communicate the City's, guidelines, standards and regulations; ensure projects and issues are completed or resolved in a timely and efficient manner. 
  4. Prepare designs and specifications for assigned projects; develop engineering drawings, construction plans, specifications, contract documents, bid documents, calculations and cost estimates for proposed projects.
  5. Review engineering design and construction plans, drawings, specifications, contract documents, cost estimates, engineering calculations and related documents prepared by consulting engineers and contractors for compliance with professional and City standards and practices; coordinate reviews with other departments and agencies.
  6. Oversee construction management and contract administration for assigned engineering projects; conduct site inspections during and at completion of project; monitor construction progress and changes to scope of work; negotiate, prepare and approve change orders; review "as-built" drawings; review and process requests for progress and final payments; prepare project close-out documents.  
  7. Conduct studies to determine the feasibility or impact of current and proposed engineering projects; research, compile, analyze, evaluate and present economic, demographic, engineering and environmental concepts, statistics and data; research applicable statutes, laws and regulations; prepare and present written and oral reports, graphs, tables and other documents.  
  8. Serve as staff to a variety of boards, commissions and committees involved in the development, adoption and implementation of City and regional engineering design and construction projects; serve as City representative or advisor on assigned committees; prepare written reports; conduct oral and visual presentations.  
  9. As assigned, oversee the services of professional engineering consultants and contractors; determine project scope; prepare requests for proposals and project specifications; review, evaluate and recommend consultants; monitor consultant services to ensure compliance with professional engineering standards, mandated rules and regulations, contractual obligations and approved budget.  
  10. Coordinate engineering program development and implementation activities with local and regional government public agencies and private business organizations with a mutual or cooperative interest in engineering projects including transportation management committees, design review boards, environmental quality agencies, local utilities and local business representatives; prepare and conduct workshops, seminars, presentations and other forums to communicate and present the City's engineering program goals and objectives.
  11. Water Resources Program Management and Execution
    • Implement the National Pollutant Discharge Elimination System (NPDES) program, and review development proposals, designs and plans for compliance with storm water regulations, and enforce the City's storm water management policies and programs;
    • Evaluate and interpret technical reports, plans, documents, manifests, applications and permits related to environmental regulations and compliance with local, State and Federal regulations; 
    • Oversee and review monitoring NPDES programs such as dry weather and wet weather mandatory programs; conduct construction, industrial, commercial, municipal, and residential inspections for storm water compliance; respond to reported storm water violations;
    • Collect environmental samples and perform related field tests; prepare notices of violation, compliance schedules and cases for court action; appear in court to testify in such action;
    • Create, update and provide quality control for various databases and maps that are required by the Regional Water Quality Control Board;  
    • Provide instruction to public/City staff regarding codes and regulations as required by NPDES; prepare applicable state mandated reports; write council agenda staff reports, comprehensive reports, and correspondence, as required.

Ideal Candidate:

The ideal candidate for the City of Coronado’s Associate Engineer position is an individual with a basic understanding of civil engineering principles and practices in the industry. Ideally, candidates will have experience working in, or with, public agencies in areas related to permitting programs for work within the public right-of-way (from permit application through construction inspection and acceptance), and/or the delivery of Capital Improvement Projects (from initial concept, into design, ad through construction). An ideal candidate would be well organized, able to multitask, and have strong customer service skills. Applicants should be reliable, self-motivated, and comfortable performing in both office and field settings.

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Experience:  At least four (4) years of increasingly responsible professional engineering experience including two (2) years of experience working with storm water management regulations, analysis, planning, and/or implementation of environmental programs or other related environmental regulations.

Education/Training: Equivalent to a Bachelor's degree from an accredited college or university major course work in civil engineering or a related field.

Licenses and Certificates:

  • Possession of a valid Class C California Driver's License with a safe driving record.
  • Possession of an Engineer-in-Training Certificate.
  • Possession of, or ability to obtain, registration as a Professional Civil Engineer in the State of California is desirable.

Preferred Qualifications:

  • Possession of a Professional Civil Engineering license in the State of California and two (2) or more years experience working for public agency is preferred.



Examination & Selection Process: 

Application Review Phase:

A completed City of Coronado employment application and resume must be received by the Human Resources Division. Applications will be reviewed on the basis of relevant education, training, and experience. The first review date will be March 18, 2025. 


Examination Process:

Applicants who meet minimum qualifications and are considered most qualified will be invited to participate in an oral panel interview (100%). Additionally, applicants may be requested to undertake one of the following exercises – written assessment, practical, or presentation – as part of the evaluation process.


Department Interview:

The top candidates will be invited to a department interview with, at minimum, the Assistant Director of Public Services & Engineering and Senior Engineer.  Additionally, candidates may be requested to undertake one of the following exercises – written assessment, practical, or presentation – as part of the evaluation process.


Establishment of Eligibility List:

Candidates who successfully complete the examination process will be placed on the eligibility list for a period of at least six months. Candidates must obtain a 70% or above in all components of the examination to pass. Applicants will be notified via email of their eligibility status.

  • The City provides up to $2,000 per fiscal year for reimbursement of directly related costs of tuition, school fees, books, and required materials for approved courses and professional development opportunities. Student Loan Repayment can be used under this benefit.
  • Longevity Pay; bonus at 10 years and every 5 years after. 
  • Lateral Vacation Service Credit, effective January 1, 2023, employees shall be given credit for prior verifiable public service employment for annual leave accrual rates.
