Management Analyst

The Department:

City Manager’s Office Mission Statement: “To effectively and efficiently implement the policies of the City Council and manage the day-to-day operations of the City.”


The City Manager’s Office is the organizational head of the City and is responsible for administering the policy goals of the City Council and coordinating high-quality, efficient City services to the community through all departments. This six-member office maintains a high ethos of service and responsiveness to the community. It is the hub for Council policy and programs, the community’s cultural vibrancy and citywide communications. The City Manager’s Office is a highly professional, dynamic environment focused on creative problem-solving and excellent results.

In addition to public communications, cultural arts, community special events management, and citywide coordination of policy and projects, the City Manager’s Office coordinates interagency activities and special projects with external organizations such as the San Diego Unified Port District, Coronado Unified School District, U.S. Navy, San Diego Association of Governments, Metropolitan Transit System, the County of San Diego, and all cities in the region. This office manages the City’s legislative program including coordination with state and federal regulators, the City’s legislative advocate, and the League of California Cities.

Under general direction, this position will manage a portfolio of programs, special projects, and initiatives and provide high-level administrative and analytical support to the City Manager’s Office. They will work collaboratively with City staff, community partners, outside agencies, and members of the public. 

The City Manager’s Office Management Analyst plays a key role in administrative services, programs, and functions within the department. Responsibilities include overseeing special projects, preparing staff reports, making City Council presentations, assisting in policy development, and providing administrative and fiscal support. The Management Analyst will also coordinate assigned activities with other departments and outside agencies. The Management Analyst is expected to provide excellent customer service to the community and staff, assist with public communications, and perform other duties as assigned. 

The following tasks are typical for positions in this classification. Any single position may not perform all of these tasks and/or may perform similar related tasks not listed here:
  1. Coordinate various administrative activities, including procurement and contract administration, budget development and monitoring, accounts payable and receivable functions, and various special projects.
  2. Conduct professional level research and provide administrative and analytical support, applying appropriate research methods and statistical techniques. 
  3. Participate in the development and implementation of goals, objectives, policies and priorities for assigned functions; recommend and implement related policies and procedures.
  4. Manage and maintain the City’s public art program by overseeing maintenance, updating the public art inventory, and coordinating the implementation of public art projects as needed.
  5. Manage and support the City’s visual arts programs, including maintaining city galleries, overseeing the Orange Avenue Banner Program, and coordinating exhibitions. 
  6. Provide staff support to the Cultural Arts Commission, including preparing agendas, agenda reports, and minutes, and providing guidance to advance the Commission’s goals, objectives, and policies. Assist in the coordination and administration of special event, film, and firework permitting.
  7. Administer the community grant process, including processing of applications, organizing application review and recommendation development and presentation to the City Council.
  8. Coordinate activities with other divisions and outside organizations, including artists, arts organizations, businesses, schools, media, and other related local and regional groups. 
  9. Assist with public information functions, including community engagement initiatives, website and social media management, and other special programs.
  10. Support the development and coordination of city events, including community celebrations, military recognition, and employee engagement. 
  11. Perform related duties and responsibilities as required.


The Ideal Candidate for this position will possess a high attention to detail in conjunction with the ability to multi-task in the face of competing job duties and should have strong analytical and organization skills, be self-motivated, be proactive and anticipate department needs. The ideal candidate will have prior public sector government experience working collaboratively with various City staff, community partners, outside agencies, and the public; and experience performing a wide variety of responsible, professional-level research, administrative and analytical support duties. The ideal candidate will be comfortable performing a wide range of functions, taking on varied roles while organizing and prioritizing their duties. The ideal candidate will be a self-starter who can meet deadlines, contribute as needed and provide a high-level of support to the City Manager’s Office staff. This is a position for someone with a passion for serving the public with excellence, a natural curiosity and willingness to ask questions, and an ability to work well with a team and also exercise strong independent judgement. The ideal candidate will have strong written and verbal communication skills and be willing to provide functional support to the other staff of the City Manager’s Office. Any combination of experience, education and training to meet the necessary knowledge, skills and abilities for the position. A typical path includes: 

Experience:

  • At least three (3) years of responsible professional-level administrative or analytical experience.

Education/Training:

  • Equivalent to a Bachelor’s degree from an accredited college or university with major course work in business administration, public administration or a related field.

Licenses and Certificates:

  • Possession of a valid Class C California Driver's License with a safe driving record.


Examination & Selection Process: 

Application Review Phase:

A completed City of Coronado employment application, resume, and cover letter must be received by the Human Resources Division by 11:59 PM PST on March 7, 2025. Applications will be reviewed based on relevant education, training, and experience.

Examination Process:

Applicants considered most qualified will be invited to participate in an oral interview (100%).

Final Interview:

The top candidates will be invited to a department interview with the City Manager.

Candidate Selected:

The final candidate will be issued a conditional offer, subject to the successful completion of a medical exam and a Livescan background check.

Additional Information:

All candidates who successfully obtain a 70% or above in each phase of the exam process will be placed on an eligibility list for a period of at least six months.   • Longevity Pay; bonus at 10 years and every 5 years after.  
  • Lateral Vacation Service Credit, effective January 1, 2023, employees shall be given credit for prior verifiable public service employment for annual leave accrual rates.
