Role Overview
The Controller serves as a key member of the Finance Department, reporting directly to the Finance Director. This position is responsible for overseeing and coordinating the accounting functions of the City of Covington, ensuring compliance with financial regulations, and maintaining financial records. The Controller ensures adherence to Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) standards and plays an integral role in managing the City’s annual audits and fiscal procedures. The role requires strong leadership, attention to detail, and the ability to work in a fast-paced and dynamic environment.
Key Responsibilities
- Financial Oversight: Manage and maintain the City’s general and subsidiary ledgers and other financial records.
- Leadership: Supervise accounting staff and coordinate activities related to payroll, billing, accounts receivable/payable, cash flow, and financial reporting.
- Compliance: Ensure adherence to GAAP and GASB standards, prepare financial statements, and oversee the City’s annual audit process.
- Risk Management: Develop and monitor internal financial controls and ensure compliance with state and federal regulations.
- Financial Reporting: Prepare regular financial reports for City leadership, including the Finance Director, City Manager, and the City Commission.
- Budgeting & Forecasting: Assist with the development of the City’s annual budget and financial projections.
- Employee Benefits: Oversee the management of employee benefit programs, including pension funds.
- Public Presentations: Attend and present at City Commission meetings, public hearings, and community forums as necessary.
Knowledge, Skills, and Abilities
- Knowledge:
- Extensive knowledge of GAAP and GASB standards.
- Familiarity with the principles of municipal finance and accounting, including financial reporting and auditing.
- Strong understanding of fund accounting, cost accounting, and financial management practices.
- Skills:
- Proficient in financial analysis, budgeting, and forecasting.
- Excellent organizational, leadership, and communication skills.
- Strong analytical and problem-solving abilities.
- Abilities:
- Ability to prioritize and manage multiple financial projects effectively.
- Ability to present complex financial data in clear, understandable formats.
- Strong leadership skills to guide the Finance Department and foster a culture of continuous improvement.
Qualifications
Minimum Requirements:
- Bachelor’s Degree in Accounting, Finance, Public Administration, or a related field.
- 3-5 years of increasingly responsible experience in public finance or accounting.
- Strong understanding of GAAP, GASB, and municipal financial operations.
Preferred Qualifications:
- Master’s Degree or CPA certification.
- Experience in managing municipal finance operations, including budget preparation, financial reporting, and debt management.
- Proven leadership experience in public sector financial operations.
