JOB SUMMARY
This position is responsible for skilled and technical supervisory mechanical work in charge of the maintenance and repair of city owned equipment including automobiles, trucks, tractors, grading machines and small engine equipment. Work is performed in accordance with relevant state and federal safety guidelines, manufacturer manuals and city policies and procedures. Work is reviewed by the Public Works Director through observation, conferences, and reports of departmental activities. Successful performance ensures efficient shop operations and properly functioning vehicles and equipment for the City.
The position is responsible for directing and coordinating the operational activities of the equipment maintenance department by performing the following duties personally or through subordinates.
SUPERVISION EXERCISED
This position is responsible for direct supervision over the Equipment Maintenance department.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Prioritizes, schedules, and assigns repair work to shop personnel, inspects automotive and other equipment, determines appropriate remedies, schedules needed repair or service work.
- Trains, counsels, and supervises shop personnel; inspects completed assignments.
- Plans, assigns and directs work;
- Appraises employee performance including the rewarding and disciplining of employees;
- Addresses employee complaints and resolves problems.
- Manages vehicle fleet and equipment repairs and maintains proper service records.
- Manages the maintenance of the departmental parts inventory and purchase of all needed equipment and supplies.
- Serves as the parts purchaser for the department, including providing appropriate prices quotes to the City Purchasing Agent;
- Negotiates with vendors to purchase automotive equipment, materials, and supplies; inspects parts and supplies for quality and adherence to regulatory standards.
- Prepares the annual operating budget for the shop, monitors expenditures under the current budget, and projects annual vehicle and equipment expenditures.
- Directs the recording of expenses and analyzes purchase and repair costs to control expenditures.
- Prepares bid specifications for city vehicles and equipment, prepares vehicle specifications for other departments.
- Conducts road tests on vehicles as necessary.
- Develops and manages ongoing preventive and corrective maintenance procedures.
- Maintains records, prepares reports and other specialized maintenance records.
- Purchases gasoline, oil, and diesel fuel for city use; prepares billings for other departments.
- Maintains computer records of gasoline used through the City’s card system and fuel station.
- Maintains City’s vehicles tracking system including devices and computer data.
- Directs the cleaning and maintenance of shop facilities and equipment.
- Coordinates operation and maintenance of equipment, storage facilities, and repair facilities.
- Responds to emergency field assistance for equipment as needed.
- Plans and directs safety campaigns.
- Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws.
- Manages city’s lease vehicle program.
MINIMUM QUALIFICATIONS
Education and Experience:
(A) Associate’s degree or equivalent from a two-year college or technical school; or
(B) Graduation from high school or GED equivalent with six (6) months to one (1) year related experience and/or training; or
(C) Any equivalent combination of education and experience.

- Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals;
- Write routine reports and correspondence and maintain accurate records;
- Ability to speak effectively before groups of customers or employees of organization.
- Knowledge of management and supervisory techniques;
- Knowledge of the mechanical functioning of a variety of vehicles and equipment;
- Preventive maintenance procedures; purchasing procedures; regulations regarding care and maintenance of emergency vehicles;
- Skill in budget preparation;
- Operation of various power tools and repair equipment;
- Interpersonal relations;
- Oral and written communications.
