Direct reports to this position:

Administrative Technician, Road and Bridge Director, Utilities Director, Community Development Manager, and Building Department Manager.

Job Summary:

Plans, organizes, and directs the functions of the Public Works Department including streets, storm water systems, water and wastewater systems, facility and fleet maintenance. The Director has 3 full-time direct reports and 2 part-time employees. Performs a variety of supervisory, technical, and administrative tasks such as planning, budgeting, coordinating, and directing the overall operations and activities within the Public Works Department.

Essential Functions:

1. Manage the development and implementation of the Public Works Department goals, objectives, policies and priorities for each assigned service area; prepare and supervise the preparation of the City’s long- range growth and development plans and programs.

2. Integrates public works programs and activities with other City, county, state, and federal departments and/or agencies.

3. Establishes and maintains a working environment conducive to positive morale, individual style, quality, creativity, and teamwork; ensures staff training within the Public Works Department; provides leadership and vision to the division; analyzes situations accurately and adopts effective courses of action.

4. Plans and directs the activities of all assigned personnel through one or more subordinate supervisors; formulates and enforces department rules, regulations, work methods and procedures.

5. Recruits and selects personnel; evaluates subordinates’ job performance.

6. Involved in negotiations and grievance for employees under his/her discretion.

7. Oversee the preparation of budgets, allocation of staff resources, materials, facilities and time to ensure the efficient operation of the Public Works Department.

8. Develops controls for the expenditure of department funds, including planning and budgeting for future Public Works activities, establishes an adequate system of reporting, and evaluates services rendered in relation to cost vs. benefits.

9. Extensive knowledge of development review and represents the Public Works Department as a member of the Development Review team.

10. Checks design submitted by developers for technical adequacy and conformance to municipal standards and specifications; review or have reviewed, working drawings to ensure completeness, accuracy and conformance to project requirements.

11. Reviews and approves applications from utility companies to install or relocate gas, electricity, telephone/telecommunications or other mains, ducts or lines; ensures compliance with design and service standards, maintains liaison with utilities on all matters relating to municipal works.

12. Understanding of inspection services for public and private projects.

13. Manages the City’s fleet inventory, equipment, leases, and acquisitions and replacements. Keeps and tracks the inventory of all assets for each operation.

14. Working knowledge of telecommunications and broadband infrastructure.

15. Responds to department inquiries or complaints from customers, regulatory agencies, or members of the business community.

16. Review department requests for proposals, bids, construction documents prior to bidding in preparation for presentation to the City Council.

17. Serves as the contract administrator on City public works contracts and ensures adequate vendor performance.

18. Attend meetings, conferences and seminars, as required; is required to present information to council, planning and zoning commission, stakeholder groups, and internal committee meetings.

19. Act as a liaison and on various local and regional committees.

20. Assists in the implementation of the strategic and comprehensive plan and long-range plans established by the City.

21. Supports and integrates sustainability into programs and projects that produce efficiencies, increases conservation, and improves air and water quality.

22. Prepares complex reports and maintains such records and information as may be necessary to perform this function.

23. Reviews cost reports and construction progress of the City’s projects to ensure standards of quality and conformance with budget appropriations.

24. Responsible for Public Works improvements and projects. Initiates and assists in the acquisition of grants, easements, encroachments, rights-of-way, etc.; determines the resources needed for approved projects; reviews work activities to ensure efficient and safe operations and conformance with established State, County, and City standards, regulations and policies.

25. Overseas and is responsible for the City’s Pavement Management program, sidewalks, pathway and trail maintenance.

26. Participates in the preparation, implementation, and administration of the City’s capital improvement plan.

27. Manage the City’s emergency operations and regularly participate in training provided by the County, State, Federal agencies in preparation for unforeseen emergencies and disasters.

28. Overseas and monitors the City’s water rights portfolio and ensures compliance with laws and regulations.

29. Develop and recommend for approval the City Manager, and/or Council, the municipal code, policies and procedures required to regulate the operations of the Public Works Department.

30. Assists the City Manager conducting a variety of organizational studies, investigations and operational studies; recommends modifications to public works programs, policies and procedures as appropriate.

31. Extensive knowledge of water, wastewater and stormwater utility operations; treatment, distribution, collections, inspections, and reporting.

32. Responsible for the efficient operation of all utility systems.

33. Adheres to City of Craig policies, standards, and regulations including but not limited to proper attire, safety procedures, and overall professionalism.

34. Performs other duties as may be assigned by City Manager.

Experience and Education:

Bachelor’s degree in engineering, public administration, construction management, public administration or related field, and minimum ten (10) year’s related experience including a minimum of years 7 year’s supervisory experience supervising multiple departments; or an equivalent combination of experience and training is required. Master’s degree preferred.

Special Requirements

· Must possess a valid Colorado driver license, a Class B CDL license, and a satisfactory motor vehicle record.

· Must live within thirty (30) minutes of City of Craig maintenance facilities. This position requires passing a post offer CDL drug test and a criminal background/motor vehicle check.

MINIMAL QUALIFICATIONS: experience of ten (10) years or more managing or directing municipal public works including planning, designing, maintenance and construction, streets, traffic and utilities maintenance programs. Including progressively responsible expertise in:

· Principles related to public buildings, and capital facilities planning and development, applicable City policies, laws and regulations affecting Department activities.

· Principles and practices of modern public administration include planning, organizing, staffing, supervising, training and managing financial and human resources.

· principles and practices of budgetary development, control, and administration.

· Techniques and methods of preparing designs, plans, specifications, estimates and reports for proposed municipal facilities.

· Public relations practices and techniques.

· Research methods; report writing techniques; statistical concepts and methods.

· Principles and techniques of project management.

1. Indoor/Outdoor environment exposure

a. Moderately quiet office environment with regulated temperatures.

b. Will also travel to local offsite meetings after normal work hours and may be required to visit construction work sites in inclement weather on unpaved or uneven terrain.

2. May have exposure to fumes, odors and hazards associated with equipment, machinery, trenching and confined spaces.

3. Exposure to dust, fumes, odors, moving parts and hazards associated with inspections, getting into trenches and operating construction equipment.

4. Working within the public environment.

Position Type and Expected Hours of Work:

This is a full-time, benefits eligible position. Will regularly attend City Council Meetings (2nd and 4th Tuesday at 6:30 p.m.), and various committee meetings that typically occur during regular business hours.
