Description

Supervisory work in directing the activities of utility operations (water distribution, sanitary sewer collection, storm water management). Responsible for operation, security and maintenance of all functions of the sanitary sewer collection, water distribution and storm water management systems.

Examples of Duties

  • Schedules and supervises the work of the utility division staff engaged in the maintenance and general repair of water distribution, sanitary sewer collection, and storm water management.
  • Keeps records and prepares reports on division operations involving time management, equipment usage, overall production, etc.
  • Develops, manages, and oversees utility-system related projects completed by City staff or contractors.
  • Responds to public requests and inquiries related to operation of utilities division.
  • Coordinates utility maintenance resources with all public works activities.
  • Assists with the maintenance of the city GIS asset management system (InfraMAP).
  • Prepares preliminary division budget.
  • Requisitions materials, supplies and equipment within budget limitations.
  • Keeps informed of budget status and reviews proposed purchases with public works director as needed.
  • Cooperates with and coordinates with other divisions and departments as needed.
  • Works with various agencies on joint projects.
  • Ensures a safe and healthy work environment and conducts business in a safe manner.
  • Prepares and administers policies and procedures.
  • Assists with remaining current with technology and compliance with federal and state employment laws and regulations.
  • Able to understand and operate SCADA system.
  • Supervises water quality testing to meet state and federal guidelines.
  • Serves on Technical Advisory Committee of the Joint Water Commission.
  • Coordinates Crystal Cove Aquatic Center pool operation and maintenance.
  • Performs other duties as may be assigned.
  • May work evenings and weekends as needed.

Typical Qualifications

MINIMUM REQUIREMENTS

  • High school degree or equivalent with additional coursework in related maintenance field.
  • Ability to lift a minimum of 50 lbs
  • Five years of sewer, water, or utilities work experience.
  • Two years experience in the direct assignment and supervision of utility maintenance forces.
  • Must possess Class "S-B" sewer operator and Class "C" water operator certificate issued by the State Board of Health.
  • Valid Commercial Driver’s License with air brake and tanker endorsement
  • Two years experience working with Microsoft Word, Excel and Outlook in a Windows environment or equivalent.
  • Two years experience with asset management system
  • Ability to meet the physical requirements of the position.

DESIRABLE TRAINING AND EXPERIENCE

  • Bachelor's degree.
  • Two years experience as a utility superintendent or construction foreman.
  • Certification in a public works field.
  • Experience with utility asset management system.
  • Experience with 800mhz radio for regular communication with public works, police, fire and dispatch.
  • Class "B" sewer operator and Class "B" water operator certificate issued by the State Board of Health.
  • Certified Pool Operator (Minnesota Department of Health)
  • Federal Emergency Management Agency Independent Study Courses (ICS-100, ICS-700, ICS-800)

Knowledge, Skills and Abilities

Communications: Must be able to understand and carry out directives. Must be able to read, speak and write in English. Must be able to deal respectfully and courteously with the public and staff. Responsible for timely communication with supervisor and co-workers on job status, equipment problems/needs, safety issues, and supplies. Must be able to communicate effectively in directing work.

Decision Making/Judgment Demands: Must act in a decisive and timely manner, using good judgment. Must be able to assess problems and situations, able to anticipate needs and evaluate alternatives. Must be able to deal with stress situations, to avoid over reaction, and to maintain flexibility. Must have a knowledge of the utilization of appropriate resources and the willingness to initiate use of available resources. Must be able to read and follow labels and directions.

Interpersonal Relationships:

Ability to establish and maintain effective working relationships with employees, supervisors and public. Must exclude personal biases from work performance. Must represent the organization to other agencies and citizens with a courteous, helpful, accurate and business-like attitude in all types of contact.

Hours of Work: Must have the ability to work the assigned hours. May be assigned to work evenings and/or weekends. Responsible for ensuring that self or designee is available for emergency calls 24 hours per day, 365 days a year.

Must have commitment to the organization, the agencies the organization works with, and service to the public; willingness to take initiative; dependability, maturity in relationships with others; and self confidence. Must represent the organization to other agencies and citizens with a courteous, helpful, accurate and business-like attitude in all types of contact.

Judgment Demands: Ability to understand and work in a safe manner. Must be able to read and understand labels and directions.

Technical Knowledge: Must have the ability to comprehend a variety of instructions and manuals, math calculation and problem solving. Must have working knowledge of mechanical and electrical systems in lift stations and pump houses. Must also have working knowledge of operations and maintenance related to water and sewer mains and appurtenances thereto. Must be able to prepare the annual budget. Must have working knowledge of computers to keep records and prepare reports of activities. Must have competent knowledge of computers to keep records and prepare reports of activities.

Work Environment:

The employee spends time in both an office environment and non-office environment. The employee may be subject to weather extremes. Specific working situations may cause additional stress during periods of hot and humid weather. A variety of equipment will provide noise exceeding 90 decibels. In addition to the conditions listed above, employee may be requested to work in confined spaces and be exposed to raw sewage which may contain a variety of hazardous and toxic materials.

PHYSICAL REQUIREMENTS

This work requires the occasional exertion of up to 50 pounds of force; work regularly requires speaking or hearing and using hands to finger, handle or feel, frequently requires standing, walking and sitting and occasionally requires climbing or balancing, stooping, kneeling, crouching or crawling, reaching with hands and arms, tasting or smelling, pushing or pulling, lifting and repetitive motions; work requires close vision, distance vision, ability to adjust focus, depth perception, color perception, visual adjustment to darkness and peripheral vision; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires visual inspection involving small defects and/or small parts, using of measuring devices, assembly or fabrication of parts within arms length, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work regularly requires working near moving mechanical parts and exposure to outdoor weather conditions and occasionally requires working in high, precarious places, exposure to fumes or airborne particles, exposure to toxic or caustic chemicals, exposure to vibration, wearing a self contained breathing apparatus and exposure to bloodborne pathogens and may be required to wear specialized personal protective equipment; work is generally in a loud noise location (e.g. grounds maintenance, heavy traffic).
