The position will be responsible for delivery of a wide range of project types, as outlined in the Position Description. For this recruitment, experience in the following areas will be of particular interest:
- Experience with managing a wide range Public Works improvement projects, including storm drainage, building facilities improvements, and parks projects.
- Experience with community engagement, hiring and managing consultants, project design, and project delivery.
The Public Works Project Manager performs a varied range of management functions. Under minimal supervision, these positions plan and implement the delivery of capital improvements and/or other assigned projects. At any given timeframe, this job class may be responsible for multiple projects or be assigned aspect(s) of a larger project.
The Public Works Project Manager collaboratively manages coordination, planning, and implementation of all activities within assigned project(s). The incumbent will develop project objectives, schedules, and budgets; prepare and deliver graphic, written and oral reports and presentations; prepare technical documentation to ensure delivery of intended product; track and manage expenditures; establish and implement quality controls; maintain accurate project records; and ensure compliance with design intentions, regulatory requirements, and technical contract documents. This includes, in consultation with assigned project team members, the creation of objectives, priorities, budgets, and schedules required to achieve maximum production and efficiency in the project. Many projects require public outreach, for which the incumbent will take a lead role.
Essential Duties
Manage City capital projects, including the planning, design and construction of buildings, parks, streets, utilities and other facilities owned and operated by the City.
Assist in the development and application of City capital project delivery policies, following general guidelines or professional and administrative standards in accomplishing assignments.
Proactively evaluate operations and activities of assigned responsibilities; recommend improvements and modifications; prepare reports of operations and activities.
Timely prioritize and direct the work of project assignments and be responsible for quality, schedule and cost control; work closely with the supervisor to coordinate project work.
Regularly report to supervisor and others in the City organization on the status of projects and other assignments; suggest, discuss and implement strategies to improve project delivery services.
Perform project management activities which achieve, but are not limited to, planning, establishing, and executing project performance and design objectives, schedules, and budgets including tracking and reporting on project expenditures; regulatory compliance; process and project documentation; status reports.
Evaluate the work effort required for projects and identify the resources needed to provide that work effort; prepare and execute plan to retain required staff and/or consultant skills.
Hire and supervise consultants retained to provide needed expertise and resources for project studies, programming, development, design or management; participate in, or manage the selection, hiring, and development of contracts with consulting firms; negotiate contracts with outside consultants; act as owner’s representative for the City in directing consultants.
Plan and assist others in establishing project schedules and milestones; prepare, and communicate schedules and report on progress of project activities; develop critical path or project flow diagrams to plan, set and evaluate progress on project tasks; timely communication of deviations from project schedule and propose alternatives to align project activities with planned schedule.
Plan and assist others in establishing project budgets; track and report on project expenditures; timely communication of deviations from project expenditure plan and propose alternatives to align expenditures with budget.
Coordinate with City Attorney’s Office on the preparation and review of required contract documents.
Participate in budget preparation and administration; prepare cost estimates for budget recommendations; submit justifications for staff, supplies, materials and equipment; monitor and control expenditures.
Interpret and apply relevant codes, ordinances, rules, and regulations.
Oversee the preparation of project technical reports and design for approval/acceptance.
Perform contract administration activities which include, but are not limited to, review of plan and specification preparation, contract preparation and execution, contract change order approval, payment approval, dispute resolution, acceptance and bond release approval.
Prepare project staff reports for City Council, Planning Commission, and other advisory bodies.
Make presentations to the City Council, boards and commissions, and advisory committees and citizen groups.
Build and maintain positive working relationships with co-workers, other employees and the public using principles of good customer service.
Apply knowledge to proactively and as early as possible resolve issues that may affect the cost, quality, timeliness or public perception of a project.
Perform related duties as required.
Qualifications
Principles and practices (General knowledge of) civil engineering, architecture, landscape architecture; capital improvements and design-build project delivery.
Public Contract Code and public procurement principles.
Principles and practices of project management.
English punctuation, syntax, language mechanics and spelling necessary to write effective staff reports.
Contract negotiation and administration; conflict resolution techniques.
Principles of budget development and monitoring including development of control measures to remain within budget.
Personal computer systems and applications.
Principles and practices of effective community outreach during pre-construction and construction. Principles and practices (general knowledge of) environmental requirements and permitting.
Ability to:
Prepare and administer project budgets and schedules; negotiate and administer a variety of contracts.
Develop and maintain positive relationships with community leaders, organizations, businesses, and staff; coordinate a variety of projects and activities inter-departmentally and with outside agencies.
Analyze and solve problems of a complex nature; analyze complex technical and administrative information and problems, evaluate alternative solutions, and recommend or adopt effective courses of action.
Interpret and enforce administrative/operational polices, practices and procedures.
Maintain knowledge of and adherence to City and departmental and State safety standards.
Communicate effectively and persuasively in both oral and written format.
Speak in large and small group settings; conduct meetings with internal and external stakeholders.
Prepare and analyze comprehensive reports.
Exercise sound independent judgement within general policy guidelines.
Establish and maintain effective work relationships with those contacted in the performance of required duties.
Coordinate directly, or with the assistance of others, effective communication with the public using project webpages or print.
Education and Experience
Equivalent to a Bachelor's degree from an accredited college or university in civil engineering, architecture, construction management, or other relevant degree; and three years of increasingly responsible technical and professional work experience with complex municipal design and construction projects, including two years of performing increasingly responsible project management functions.
Licenses and Certifications
The following licenses must be held at the time of appointment and maintained throughout the tenure of employment: Valid California Driver's License.
