Definition
The City of Cupertino is currently recruiting for Account Clerk I/II. Under general supervision, performs a variety of clerical accounting and data entry tasks, including preparation, posting, maintenance, and reconciliation of accounting, inventory, and statistical records. Responsibilities may include duties in accounts payable or accounts receivable depending on departmental needs. Provides information and assistance to City staff, customers, and the public via telephone, email, and in person. Tasks may involve reconciling financial records, processing invoices, and assisting with business licensing, billing, or payment processing. The position will be filled at either the I or II level based on the level of qualifications and experience of the selected candidate.
Class Characteristics
Account Clerk I – This is the entry-level class in the Account Clerk series. Employees perform routine tasks under immediate supervision while gaining familiarity with the City's accounting systems and procedures.
Account Clerk II – This is the journey-level class in the Account Clerk series, distinguished by the ability to perform the full range of assigned duties with minimal supervision. Positions are flexibly staffed and typically filled by advancement from Account Clerk I or through prior experience
Supervision Received and Exercised
Account Clerk I – Receives immediate supervision from higher-level accounting or supervisory personnel.
Account Clerk II – Receives general supervision from higher-level accounting or supervisory personnel and may provide guidance to less experienced staff.
Management reserves the right to add, modify, change, or rescind the work assignments of different positions and to make reasonable accommodations so that qualified employees can perform the essential functions of the job.
Process, verify, and reconcile various accounts, including data entry and general ledger maintenance.
Prepare, review, and reconcile financial records such as daily deposits, journal entries, and purchase orders.
Manage petty cash, process receipts, and prepare bank deposits.
Assist with accounts receivable tasks, including billing for City services, tracking payments, and following up on delinquent accounts.
Assist with accounts receivable tasks, including reviewing vendor invoices, verifying purchase orders, and ensuring proper authorization for payment.
Maintain and reconcile subsidiary ledgers, ensuring accuracy and compliance with best practices.
Provide information and respond to inquiries from City staff, vendors, and the public regarding billing, payments, business licensing, or related accounting matters.
Research and compile data for reports, statements, and other accounting documentation.
Collect, sort, and distribute mail and accounting-related documents.
Build and maintain positive working relationships with co-workers, other City employees, and the public using principles of excellent customer service.
Perform related duties as assigned.
Account Clerk I
Knowledge of:
Basic principles and practices of accounting, arithmetic, and financial recordkeeping.
Modern office procedures, methods, and equipment, including computers and software applications for accounting and data entry.
Ability to:
Perform detailed clerical work and numerical work with speed and accuracy.
Review, verify, and process a variety of financial documents and transactions.
Learn policies, procedures, and regulations related to municipal accounting operations.
Communicate effectively and professionally, both orally and in writing.
Establish and maintain cooperative working relationships with others.
Operate office equipment, including computers and relevant software.
Education and Experience
Any combination of experience and training that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required qualifications would be:
Graduation from high school or equivalent, supplemented by college-level coursework in accounting, finance, or business administration. One year of progressively responsible accounting experience involving bookkeeping, numerical calculations, or financial data process. An Associate of Arts degree in a related field is desirable.
Account Clerk II
In addition to the qualifications for Account Clerk I:
Knowledge of:
Department policies, procedures, and accounting operations, including AP and AR processes.
Ability to:
Independently perform the full range of duties with minimal supervision.
Resolve complex issues related to accounts payable or accounts receivable operations.
Education and Experience
Two years of progressively responsible accounting experience comparable to Account Clerk I in the City of Cupertino.
Licenses and Certificates
Possession, or ability to obtain, a valid California Driver’s License may be required.
Physical Demands
Must possess mobility to work in a standard office setting and use standard office equipment, including a computer. Vision to read printed materials and a computer screen, and hearing and speech to communicate in person, before groups, and over the telephone. This is primarily a sedentary office classification although standing and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard, typewriter keyboard, or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects up to 10 pounds.
Environmental Elements
Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances.
