Position Summary

Under general direction of the Public Works Director, the Public Works Supervisor serves as a working supervisor of the Public Works Department and supports the services of the Water Utility Lead. This role is responsible for planning, scheduling, assigning, and reviewing the work of public works staff within the Public Works Department; supervises, plans, and coordinates the construction, installation, maintenance, inspection, and repair of City infrastructure, including facilities, parks, streets, sidewalks, water, stormwater and/or drainage systems and facilities; administers, monitors, and provides technical input for assigned public works maintenance, operations, and related projects and programs; performs a variety of technical tasks relative to the assigned functional area; and performs related work as required.

Duties and Responsibilities

  • Assists with the planning, scheduling, and implementation of maintenance, operation and construction activities designed to provide quality street, water, fleet, parks facility and other infrastructure for the City.
  • Prepares and develops plans for projects and programs involving coordination with other departments and or outside organizations/vendors which includes water line replacement, street repairs, irrigation replacement, sign repairs.
  • Provides recommendations regarding equipment purchases and requisition of supplies and materials needed for effective department operations.
  • Provides crew supervision: scheduling work, training, motivating, evaluating and disciplining employees performing the duties of maintenance, construction and repair of the municipal infrastructure of the City.
  • Direct and/or perform required labor involved in construction and maintenance projects as part of a crew, in the maintenance, repair, and construction of street, drainage facilities, grounds, fleet and parks and facilities.
  • Ensures compliance with local, state, and federal safety regulations, by instructing individuals in property safety procedures and monitoring work in progress.
  • Creates and enforces operating procedures and work standards that will ensure adequate performance and personnel safety.
  • Maintains accurate reports and documentation related to public works activities.
  • Monitors work orders and projects to ensure deadlines are met and work is completed in a timely and efficient manner.
  • Maintains an accurate inventory of the city’s water lines, fire hydrants, water valves and other assets that are part of the GIS software system.
  • Utilizes Asset Management software, schedule and document work completed.
  • Interviews and hires new employees; coordinates training, sets expectations, provides feedback, and completes performances evaluations for direct reports.
  • Responds to citizen complaints and concerns regarding department procedures and will explain and interpret the department regulations and policies.
  • Participates in the removal of snow during the winter months including plowing and hauling of snow from City streets, sidewalks, trails, and parking lots.
  • Responds to emergency situations for the public works group and promptly determines proper course of action.
  • Operates vehicles and equipment, such as loaders, graders, backhoe, street sweeper, etc. Inspects equipment for mechanical problems and ensures that any problems are resolved.
  • Assists in the preparation of annual budget, reviews purchase orders, and purchase materials needed for equipment repairs.
  • Collects and reviews time sheets and distribution of time.
  • Performs additional duties as assigned.

Knowledge, Abilities, and Skills

  • Ability to operate motor grader, backhoe, front-end loader, skid-steer loader and aerial lift.
  • Ability to relate well with co-workers, to act as a crew leader, and to develop and maintain effective working relationships at all levels of the organization.
  • Ability to plan projects and work activities at least one quarter in advance, to give and receive verbal instructions, and to coordinate the work of others.
  • Experience creating training plans and an understanding of employee development.
  • Ability to recognize strengths and weaknesses in each employee and understands the value of each contributor.
  • Effective and successful training techniques.
  • Effective communication skills, including strong written and verbal communication.
  • Knowledge of the principles of supervision and the ability to direct the work of staff.
  • Knowledge of preventative maintenance required for the equipment that will be operated and the ability to detect the need, as well as make minor repairs or adjustments on tools or equipment
  • Knowledge of the Manual on Uniform Traffic Control Devices (MUTCD)
  • Ability to apply common sense understanding to carry out instructions furnished in written or oral form.
  • Ability to resolve problems and provide information to the public in a responsive and courteous manner.
  • Ability to peacefully resolve conflicts among employees.
  • Knowledge of the materials and equipment used in general maintenance and construction work.
  • Thorough knowledge and understanding of occupational hazards and safety precautions.
  • Ability to educate about and enforce the use of preventative safety measures.
  • Knowledge of water systems.
  • Knowledge of basic computer operation (MS Office, Outlook, asset management software).
  • Ability to perform basic math calculations.

Education and Experience

  • Requires a high school diploma or equivalent (GED)
  • Requires seven (7) years of public works or related experience with at least three (3) years of experience in a supervisory capacity
  • Requires at least five (5) years of snow plowing experience

Licenses or Certifications

  • Requires a Water Distribution Class II certification
  • Requires a valid Colorado Commercial Driver's License (CDL) with these endorsements: B (26,001 or more pounds); N (Tanker); and without L (airbrake restrictions)
  • Ability to obtain Class III or IV Water Distribution Certification Possession
  • ATSSA or equivalent certification as a traffic flagger and Traffic Control Technician (TCT) within 6 months of hire
  • ATSSA or equivalent certification as a Traffic Control Supervisor (TCS) within 6 months of hire
  • Additional Desired Qualifications
  • APWA Certified Public Infrastructure Inspector (CPII)
  • On-Site Equipment Safety Trainer Certification (Backhoe, Loader, Skid-Steer, Aerial Lift)
  • Chain Saw Safety and Operation Training
  • Winter Maintenance Supervisor Certificate
  • Certified Playground Safety Inspector
  • Certified Landscape Irrigation Auditor
  • EPA Water Sense Partner
  • Pesticide Applicator License
  • Confined Space Certified
  • Erosion Control Supervisor
  • Certified Environmental Specialist
  • OSHA 10 or 30-hour training

Physical Demands and Work Environment

  • Frequently lifts and/or move up to 50 pounds and occasionally lift and/or move up to 100 pounds
  • Vision acuity with attention to detail
  • Regularly required to sit; use hands to finger, handle, or feel and talk or hear
  • Frequently required to stand; walk; reach with hands and arms and stoop, kneel, crouch, or crawl
  • Constant exposure to extreme heat and cold, dampness, fumes, noise, dust, airborne particles, and grease. Work is generally outdoors, and tasks are preformed regardless of weather conditions.
  • Exposure to vehicular traffic while working in the public roadway
