Job Summary
Under the general supervision of the Procurement Manager, responsible for reviewing and processing the procurement of goods and services over $70,000. Work will include the review of specifications, development of requests for bids and proposals, evaluation and tabulation of bids and proposals, conducting market research and resolving vendor disputes.
Job Description
Overview
The Procurement Specialist reviews, processes, and provides expertise in the procurement of complex and high-profile goods and services for the City of Dallas. Reviews specifications, develops requests for bids and proposals, evaluates and tabulates bids and proposals, conducts market research and resolves vendor disputes.
Essential Functions
1 Processes, procures, receives, and evaluates bids, specifications, and award recommendations for all procurement or purchasing requiring City Council approval to ensure applicable laws and procedures are followed and quality purchases are made by the City and its departments.
2 Administers price agreement contracts and requisitions to ensure goods and services are provided to the city in accordance with state laws and city policies; reviews and tabulates bids received from vendors to ensure awards made comply with bidding laws and regulations; develops master agreements and contracts.
3 Develops and reviews specifications used to solicit bids for goods and services to be purchased by the client department by examining criteria such as cost, features, delivery and service schedules, etc. to ensure the purchases will meet department's needs and that procedures comply with legal requirements; evaluates proposals and bids received from vendors to ensure awards made comply with bidding laws and regulations.
4 Monitors, manages, and administers contracts with vendors; serves as a liaison between departments and vendors; communicates, interacts, and facilitates strong negotiations between all parties; maintains and updates spreadsheets, databases, and other software programs managing purchasing and procurement.
5 Participates and conducts various meetings to ensure appropriate purchases are being made to meet department requirements; ensures purchases meet budgetary criteria.
6 Assists and supports other Buyers; monitors quality control to ensure purchasing and bidding activities adhere to policies and procedures; provides lead level assistance and guidance.
7 Performs any and all other work as needed or assigned.
