Overview
The Assistant Director of Code Compliance participates, assists, and supports in the planning, organization, direction, and the overall management, administration, operation, and documentation of code compliance and related inspections, enforcement, and general compliance. Manages health and safety, mosquito abatement, and other code compliance activities.
Essential Functions
1 Plans, coordinates, facilitates, and directs the overall management, administration, operation and maintenance of the code compliance department, equipment, budget, policies, and procedures to maintain the department and its quality of services.
2 Monitors progress and priorities for all service delivery elements through procedures and strategies to accomplish timely and effective utilization of available services; oversees inspection work, code compliance, sanitarian, and other health and safety services; provides quality assurance work and oversight.
3 Evaluates and analyzes monthly management reports to make budgetary recommendations and to make strategic decisions.
4 Directs managerial staff which includes hiring, training, performance evaluations and other personnel actions to ensure productivity and quality standards are maintained.
5 Responds to all special research requests and coordinates responses with the City Manager or City Council to provide accurate and timely results; researches and determines best practices in industry standards.
6 Manages, participates in, and coordinates the department's operating budget with review of significant variances to resolve budgetary problems.
7 Identifies areas of quality management to enhance productivity through improved work procedures, practices, communication, and accountability.
8 Represents the City at local, state and national organizations and at professional activities to maintain the image of the City and to create public support for departmental programs.
9 Performs any and all other work as needed or assigned
Knowledge and Skills
1 Thorough knowledge of business principles, practices and techniques used in department management.
2 Knowledge of the principles of public administration.
3 Knowledge of code compliance, inspections, and related enforcement.
4 Knowledge of health and safety codes, regulations, and ordinances.
5 Knowledge of mosquito abatement activities and protocols.
6 Knowledge of principles of personnel management and ability to plan, direct, and coordinate the work of others through subordinates.
7 Ability in strategic planning and implementation.
8 Communicating effectively verbally and in writing.
9 Establishing and maintaining effective working relationships.
MINIMUM QUALIFICATIONS:
EDUCATION
- Bachelor's degree in finance, Public Administration, Business Administration, Management, or a related field.
EXPERIENCE
- Seven (7) years of increasingly responsible experience in inspection or enforcement practices, to include three (3) years of management experience, or equivalent combination of education and experience.
LICENSE AND CERTIFICATION
- Valid Class 'C' Texas Driver's License
- Must become certified and State licensed as a Code Enforcement Officer within 6-months of hire or as otherwise designated by the Code Compliance Director.
Salary Range
$119,861.87 - $149,827.33
The salary listed on this job posting is the starting salary range; amount offered will depend upon qualifications.
