The Purchasing Director is responsible for overseeing the City’s procurement and purchasing department, ensuring efficient contract management, vendor relations, and compliance with policies and procedures. Overview
The Purchasing Director administers, directs, and oversees the procurement and purchasing department for the City. Manages the performance of managers and indirect reports, and oversees the department's budget management, policies and procedures, performance, and the issuance of all solicitations for goods and services.
Essential Functions
- Plans, administers, and directs the operations, staff, and general activities of the procurement and purchasing division; provides contract management, resolves vendor disputes, oversees vendor terminations, and closely monitors Buyer activity for quality control; reviews and ensures that contracts, bids, and related purchasing documents are accurate and complete.
- Evaluates, analyzes, and evaluates monthly management reports to make budgetary recommendations and to make strategic decisions; develops strong budgetary guidelines based on forecasting and purchasing trends; oversees general administration of the department including department's operating budget with review of significant variances to resolve budgetary problems.
- Directs and oversees managerial staff which includes hiring, training, performance evaluations and other personnel actions; ensures productivity and quality standards are maintained; Identifies areas of quality management to enhance productivity through improved work procedures, practices, communication and accountability.
- Responds to all special research requests and coordinates responses with the City Manager or City Council to provide accurate and timely results.
- Represents the City at local, state, and national organizations and at professional activities to maintain the image of the City and to create public support for departmental programs.
- Provides procurement direction and management in the issuance of notices, reconciliation of complex problems, and vendor protests; provides executive level support for challenging or difficult situations and vendor conflicts.
- Performs any and all other work as needed or assigned.
Knowledge and Skills
- Knowledge of purchasing and procurement practices, procedures, and methods.
- Knowledge of division management and operational efficiency methods.
- Directing procurement activities, operations, staff, and vendor relations for a large scale purchasing division.
- Ability to perform mathematical computations with accuracy and efficiency.
- Considering the relative costs and benefits of potential actions to choose the most appropriate one.
- Identifying complex problems and reviewing related information to develop and evaluate options and implement solutions.
- Communicating effectively orally and in writing.
- Establishing and maintaining effective relationships.
- Supervising staff, handling personnel issues, monitoring timecards and general payroll, and developing policies and procedures.
Experience
10 years of purchasing experience
Licenses and Certifications
Texas Driver's License
Education
Bachelor's degree in finance, Accounting, Public Administration, or other related field.
Master's Degree Preferred
Salary Range
$138,755.10 - $173,443.87
The salary listed on this job posting is the starting salary range; amount offered will depend upon qualifications.
