Overview
The General Manager provides extensive and knowledgeable information about the City to establish relationships with developers and promote the development of affordable housing. Effectively administers housing programs through the support and communication with management and the public. Plans and leads overall management, administration of programmatic initiatives and the daily operations for the Department of Housing and Neighborhood Revitalization, Community Development Division.
Essential Functions
1 Directs the activities of Community Development, which includes planning, coordinating, administering, evaluating programs, projects, processes, procedures, systems, standards, and or service offerings.
2 Works with management and supervises staff, which includes prioritizing and assigning work.
3 Collaborates with all stakeholders to ensure effective implementation of major City of Dallas and corporation initiatives.
4 Maintains strategic community partnerships; and represents the Department at meetings and/or City Council committees, standing tasks forces and/or boards, and commissions.
5 Manages, monitors, and communicates the effective development strategies and programs; serves as a point of contact for specific areas of the City providing information, direction, and support for redevelopment activities and operations.
6 Plans, implements, coordinates, monitors compliance, and evaluates policies and procedures; performs hiring, interviewing, and staff performance review; manages and facilitates positive interaction with developers and underwriters.
7 Reviews and oversees work schedules of others at all subordinate levels; establishes short-, mid-, and long-term goals and objectives; develops and/or approves schedules, priorities, and standards for achieving goals; and directs evaluation activities.
8 Oversees the preparation of presentations, contracts, and other information for management; compiles and confirms proposed projects and housing needs through the Dallas City Council for a specific service area; works and communicates with housing, finance, and other departments to identify and promote redevelopment options for the City.
9 Collaborates with other City Departments to align projects.
10 Understands the Local Government Code, the City’s Code of Ethics, and Dallas City Charter provisions relating to daily business.
11 Performs any and all other work as needed or assigned.

MINIMUM QUALIFICATIONS:
EDUCATION:
Bachelor’s degree Planning, Architecture, Public Administration, Business Administration, Real Estate Development, Housing and Community Development or related field.
EXPERIENCE:
Eight (8) years of experience in Housing, Planning, Community Development, Economic Development, and/or Public Administration, Public Policy, Real Estate Development, or Housing-related fields providing oversight, recommendations, support, research, and analysis.
AND
Three (3) years of supervisory or management responsibilities
EQUIVALENCIES:
- Master’s degree in related field plus six (6) years of required experience and three (3) years of supervisory or management responsibilities (can be combined with experience).
- Master’s degree in a non-related field plus eight (8) years of required experience plus three (3) years of supervisory or management responsibilities (can be combined with experience).
LICENSES:
Valid driver's license with good driving record.
Salary Range
$93,914.91 - $117,393.63
The salary listed on this job posting is the starting salary range; amount offered will depend upon qualifications.
