Job Description

Overview
The Lead Payroll Analyst performs professional and team lead work over professional and technical payroll staff engaged in performing a variety of payroll activities including processing, reviewing, auditing, approving, and maintaining employee payroll records.
Oversees and monitors a variety of payroll adjustments and changes to employee payroll data. This includes personal accountability for carrying out the work objectives of the organization and established guidelines by the Payroll Management Team.
Essential Functions
1 Assists Payroll Managers with directing and evaluating the work of professional and technical payroll staff members.
2 Plans, assigns, and reviews the work of staff members performing a variety of payroll activities and recommends changes in practices and procedures to increase operating efficiency and expedite workflow.
3 Establishes standard operating procedures for all payroll activities and makes sure the SOPs are adhered to by all the payroll staff.
4 Assists the Payroll Managers in training new staff members in payroll techniques and methodologies, orients staff with appropriate laws, policies, regulations, and procedures, and ensures that work conforms to standards, regulations, and laws.
5 Reviews new policy proposals or revisions and makes recommendations about their effectiveness to management
6 Serves on committees and builds and maintains effective relationships with managers and other stakeholders to discuss and resolve issues/concerns, exchange information, and recommend changes to improve payroll services.
7 Ensures that staff prepares comprehensive records, reports, and documentation that complies with standards and requirements.
8 Assists managers in developing or modifying work plans, methods, and procedures and determines work priorities.
9 Assists managers in assigning and distributing work, reviews work for accuracy and completeness, and returns assignments with recommendations for proper completion.
10 Resolves problems encountered during daily operations and determines standards for problem resolution including escalations from employees.
11 Develops goals, documents performance, provides performance feedback to the Managers.
12 Assists staff to achieve performance standards and identifies opportunities for continual improvement to performance standards.
13 Documents causes for disciplinary action and initiates letters of reprimand and formal recommendations for disciplinary action to the Management Team.
14 Assists payroll staff with resolving difficult and/or unusual assignments.
15 Takes an active role in yearend W-2 preparation, balancing, and production.
16 Performs other related duties as assigned or requested.
Minimum Qualifications
Education
Bachelor's Degree in Accounting, Finance, Business Administration, Public Administration, or a related field.
Experience
Three (3) years of professional experience implementing and administering payroll regulations and policies.
Licenses and Certifications
None
Preferences
May be required to be FPC (Fundamental Payroll Certification) certified.
Knowledge, Skills, and Abilities
1 Knowledge of payroll, sufficient to explain and interpret policies, procedures, rules, and regulations.
2 Knowledge of Payroll tax and accounting and data analysis techniques.
3 Knowledge of workday systems sufficient to process end-to-end payroll processes.
4 Knowledge of time and attendance systems sufficient to audit the entry of employee time reporting.
5 Ability to organize and plan work and projects including handling multiple priorities.
6 Ability to make independent decisions and exercise sound judgment.
7 Ability to provide strong customer service skills
8 Ability to effectively use computer programs and systems.
9 Ability to communicate effectively both verbally and in writing.
10 Ability to establish and maintain effective working relationships.
11 Ability to lead and guide other payroll analysts in resolving and implementing challenging initiatives.
12 Ability to maintain confidentiality of information.
13 Proficient with Microsoft excel, word and outlook.

Salary Range

$29.12 - $35.35

The salary listed on this job posting is the starting salary range; amount offered will depend upon qualifications.
