Overview
The Supervisor - Construction Inspection supervises, plans, directs, and ensures the efficient and compliant execution of construction inspection.
Essential Functions
- Supervises, directs, and coordinates the activities of construction inspectors on water and wastewater utility construction projects; delegates, assigns, and oversees assigned tasks to subordinates.
- Approves schedules, priorities, and standards for achieving goals; recommends or adjusts work priorities and activities, projects schedules, resources, and work plans as required.
- Assists management with the implementation of inspection procedures, policies, and standards and scheduling of inspector training; provides sound recommendations and handles various requests from residents and property owners in the field.
- Performs challenging inspections and provides expertise for non-routine projects and technical issues; reviews licenses and permits to ensure all required documentation is current; assists, supports, and provides leadership for various inspection scenarios.
- Supervises the field activities conducted by the construction inspectors and contractors on public/civil works projects outside of normal business hours for emergency work, critical construction activities, required night-time work for operational purposes, and other required and approved after hour work.
- Available 24/7 during construction activities to direct, assist and perform inspection duties when needed, and to supervise and coordinate inspectors and contractors when necessary.
- Evaluates and ensures inspection goals are met in a timely manner and works to increase productivity; oversees the identification of discrepancies and non-compliant issues while also ensuring the appropriate enforcement of rules and regulations.
- Assists and supports the hiring process for employees and maintenance workers; attends and participates in job fairs and being on interview panels for new workers; evaluates staff and enforces disciplinary measures for field employees.
- Provides quality customer service by communicating effectively with customers and responding to issues or concerns timely and professionally.
- Performs any and all other work as needed or assigned.
Knowledge and Skills
- Knowledge of city, state, or federal codes, ordinances, rules, regulations and standards in construction and related projects.
- Knowledge of safety rules and precautions for construction and related inspection.
- Knowledge of construction and building trades and inspection procedures and determining non-compliant issues.
- Ability to supervise, coordinate, and facilitate inspection and related work for the department.
- Ability to read and interpret various schematic diagrams, construction plans, and specifications.
- Ability to inspect activities using various types of hand tools, power tools, precision testing, heavy construction equipment and/or troubleshooting equipment.
- Ability to resolve challenging issues and provide technical expertise when requested.
- Ability to communicating effectively orally and in writing.
- Ability to produce written documents/reports with clearly organized thoughts.
- Ability to keep accurate records; comprehend and make inferences from written material.
- Knowledge of customer service practices and principles.
- Ability to assist and provide guidance for other personnel performing inspections and related work.
MINIMUM QUALIFICATIONS
EDUCATION:
- High school diploma or GED.
EXPERIENCE:
- Six (6) years of experience inspecting the design/construction of water or wastewater facilities projects.
AND
- Two (2) years of experience with supervisory/management responsibilities. (This experience may be included in the required experience listed above)
LICENSE:
- Valid driver's license with good driving record
PREFERENCES
Dallas Water Utilities – Pipeline Construction
- Experience in construction inspection of water/wastewater pipelines and related facilities or public infrastructure projects.
Dallas Water Utilities – Wastewater Facility Construction
- Experience in wastewater treatment plants, pump stations, tanks, metering vaults and/or other related facilities capital improvement projects.
- Familiar with construction of 4160v (or higher) electrical cables and equipment.
- A current American Concrete Institute (ACI) Concrete Field Testing Technician-Grade I certificate.
Dallas Water Utilities – Water Facility Construction
- Experience in water facility treatment plants, pump stations, tanks, metering vaults and/or other related facilities capital improvement projects.
- Familiar with construction of 4160v (or higher) electrical cables and equipment.
- A current American Concrete Institute (ACI) Concrete Field Testing Technician-Grade I certificate.
Salary Range
$60,564.09 - $73,523.75
