Job Summary Job Description Overview The Assistant Director - Dallas Municipal Courts provides executive leadership and management for the Municipal Courts and related activities. Works with the Municipal Court Clerk to develop budget, facilitate operational success, and provide professional personnel management and direction. Essential Functions Directs the day-to-day court operations for the department; oversees task assignment and delegation; identifies needed areas of change or development and institutes changes to improve operations; plans, implements, coordinates, monitors and evaluates policies and procedures. Engages with City Prosecution and Judiciary staff regarding processes, budget development, and other court related issues in accordance with laws applicable to Texas Municipal Courts. Establishes and assists in the development and implementation of short-, mid- and long-term goals and objectives; develops and/or approves schedules, priorities, and standards for achieving departmental goals; provides direction and leadership for staff coordinating court procedures and handling documents and other logistics. Develops, prepares, manages, and implements the department budget; reviews budget submissions, evaluates metrics and data, and provides sound recommendations to meet performance metrics. Handles various requests from City Council, City Manager's Office, and other management. Prepares and presents court related reports and other necessary correspondence. Provides training, professional development, and performance evaluation for municipal court staff; ensures all personnel are up to date on policy standards, practices, and procedural goals; mentors staff and works to improve communication and accountability. Determines, develops, and implements procedures, processes, regulations, and guidelines to ensure effective and efficient operations of service delivery and procedures. Oversees and manages the court case management system and auxiliary software/hardware needs including contract management and project management. Oversees the Dallas County jail contract and serves as liaison with the County Budget Office. Represents the City and department at meetings, council activities and other events. Performs all other work as needed or assigned. Knowledge and Skills Thorough knowledge of all operations for a large municipal court system. Knowledge of department management and goal setting. Ability to supervise and manage a staff. Ability to interact with a multi-ethnic population and workforce. Knowledge of the laws and regulations of the State of Texas pertaining to municipal courts. Knowledge of municipal budget preparation and administration of a large city. Ability to supervise staff, which includes training, ensuring employees follow policies and procedures, and making hiring, termination, and disciplinary decisions or recommendations. Ability to use good judgment, discretion, tact and to act quickly in an emergency. Ability to develop and administer budgets, make public presentations, and maintain cooperative environment. Ability to communicate effectively and clearly both verbally and in writing. Ability to establishing and maintain effective working relationships. Ability to analyze problems, identify alternative solutions or propose actions, project consequences, and implement recommendations. Ability to compile large data sets using Excel and/or database tools and the ability to identify, interpret and provide detailed analysis. Minimum Qualifications Experience 7 years of experience in public administration, customer service, law enforcement, or other related field; with two (2) of those years in a supervisory capacity. Senior management experience preferred. Licenses State of Texas Class C Driver's License Education Bachelor's degree in public administration, Business, Criminal Justice, or a related field required. Master’s degree in public administration, Business, Criminal Justice, or a related field preferred. Salary Range $114,154.16 - $142,692.70 The salary listed on this job posting is the starting salary range; amount offered will depend upon qualifications.
