The Housing Program Manager performs a wide variety of tasks directly related to the planning, development, and advocacy of housing projects from acquisition through construction and occupancy. In addition to new housing construction projects, the Housing Program Manager also works on acquisitions, rehabilitation, and homebuyer assistance projects.
Essential Functions
- Develops guidelines, procedures, policies, rules, and regulations and monitors compliance with policies and procedures.
- Identifies needed areas of change and makes recommendations to improve operations. Directing others to implement corrective action, responsibility.
- Establishes short-, mid-and long-term goals and objectives; develops and/or approves schedules, priorities, and standards for achieving goals; and directs evaluation activities.
- Performs approvals/denials and analyses of housing loan applications, provides assistance and guidance to staff.
- Strong understanding of Community Development Block Grant and Home Improvement Partnership program requirements, workflow, and timing as it applies to leveraging other public funding sources.
- Prepares timely, complete, accurate, and concise written technical documents, including the preparation of reports for Executives, City Council, and the public for deliberation.
- Underwrites acquisition, predevelopment, construction, and permanent public loans; prepares development and loan agreements; and negotiates with developers, contractors, lenders, and homebuyers.
- Monitors construction process tracking project costs, draw requests, budgets, timelines, and resolving conflicts as they arise.
- Knowledge of local, state, and federal laws and regulations relevant to the operational unit or functional program and the principles and practices of public administration and management.
- Ability to manage unit/program activities.
- Ability to establish and obtain operating goals and objectives for unit.
- Ability to devise solutions to administrative problems and to plan, assigns, and/or supervises the work of others.
- Ability to develop and evaluate administrative polices and procedures.
- Ability to disseminate information through the preparation concise reports.
- Ability to supervise a staff.
- Ability to administer budget.
- Ability to communicate effectively, at all levels, both orally and in writing.
- Ability to establish and maintain an effective working relationship with all levels of management, city officials,’ vendors, other government agencies, other employees and the general public.
EDUCATION:
- Bachelor’s degree in Public Administration, Business Administration, Urban Planning, or Real Estate Development field.
- Two (2) years of progressively responsible experience in the administration or management of affordable housing/community development program(s).
- Two (2) years supervisory/project management responsibilities (This experience may be included in the required experience listed above).
- High school diploma or GED plus six (6) years of the required experience, including two (2) years of supervisory/project management experience, will meet the education and experience requirements.
- Associate degree in any field plus four (4) years of the required experience, including two (2) years of supervisory/project management experience, will meet the education and experience requirements.
- Bachelor’s degree or higher in a non-specified field plus four (4) years of the required experience, including two (2) years of supervisory/project management experience, will meet the education and experience requirements.
- Master’s degree or higher in a specified field plus two (2) years of the required experience, including two (2) years of supervisory/project management experience, will meet the education and experience requirements.
- Valid driver's license with good driving record
- Works in normal office conditions.
- Conducts occasional field visits
