The Manager-CIP Programs oversees, manages, supports, and coordinates all design and construction contracts and projects supporting the CIP plans for the airfield at Dallas Love Field.
Essential Functions
1 Coordinates, oversees, and manages the activities of project managers, construction superintendents, inspectors, consultants, and contractors to ensure overall project management, organization, and construction efficiency; supports all CIP programs for the aviation department to ensure effective management.
2 Conducts short and long-range planning for municipal infrastructure and other projects to meet future demands and regulatory mandates including evaluating repair and replacement of existing facilities.
3 Communicates with citizens, regulatory agencies, city management, other city departments, consultants, contractors, and vendors including conducting public meetings, testifying in court, and preparing progress reports to resolve problems, coordinate activities, and provide information.
4 Administers the city's good faith effort plan for engineering, construction, and purchasing contracts, and provides status reports throughout the life of the contract; participates in the selection of consultants.
5 Handles complex problems including disputes over payment, design problems, quality of work, coordination, and scheduling issues to reduce change orders and ensure construction time frames and quality standards are met.
6 Represents the department and the city as a member of various committees both internally and externally.
7 Manages projects that are high profile, when division is short-staffed or as special circumstances arise
8 Performs any and all other work as needed or assigned.
Knowledge And Skills
1Knowledge of local, state and federal laws and regulations for the administration and management of CIP programs.
2 Knowledge of business management principles, practices, and techniques
3 Knowledge of Project management skills.
4 Knowledge of principles of personnel management and ability to plan, direct, and coordinate the work of others through subordinates.
5 Knowledge, experience and application of airport rules and regulations pertaining to airport operations and CIP programs.
including Transportation Security Administration (TSA) regulations.
6 Ability to manage CIP programs and activities for the airport and its related construction projects.
7 Ability to establish and obtain operating goals and objectives for aviation CIP programs.
8 Ability to plan, assign, train, direct, and evaluate clerical, administrative, trade, technical, or professional employees.
9 Ability to develop, create, implement, and coordinate budgets.
10 Communicating effectively orally and in writing.
11 Establishing and maintaining effectively working relationships.

Education
MINIMUM QUALIFICATIONS
- Bachelor's degree or (higher) in airport management or planning, aviation, business, finance, engineering/construction, or related fields of study.
- Eight (8) years of experience in project management, operating & maintenance (O&M) planning, budget, forecasting and management capital planning, grant administration
- Two (2) years of supervisory and/or project management responsibilities.
- High school diploma or GED plus twelve (12) years of the required experience including two (2) years of supervisory/project management responsibilities will meet the education and experience requirements.
- Associate degree in any field plus ten (10) years of the required experience including two (2) years of supervisory/project management responsibilities will meet the education and experience requirements.
- Bachelor’s degree (or higher) in a non-specified field plus ten (10) years of the required experience including two (2) years of supervisory/project management responsibilities will meet the education and experience requirements.
- A certification or license in AAAE (Accredited Airport Executive Certification) plus three (3) years of the required experience including two (2) years of supervisory/project management responsibilities will meet the education and experience requirements.
- Valid driver’s license with good driving record.
- Professional Engineering (PE) License
- Must pass Federal Aviation Administration (FAA) and Transportation Security Administration (TSA) background investigations
