Position Purpose
The Parks Manager manages, oversees, and supervises the use, care, operation, construction, general management, and budget of the Parks and related facilities for the City of Dallas.
Essential Functions
Manager-Parks / Maintenance:
1 Complete all daily assigned schedules and reports.
2 Ensure all funded services are scheduled according to season and need.
3 Ensure all Divisional standards and operating policies are in writing and adhered to.
4 Ensure all public and official correspondence is accurate, professional and timely.
5 Oversee budgets for two (2) Maintenance Districts.
6 Formulate maintenance and base bids to be submitted to the Budget Office.
7 Develop and oversee estimates/bids for Operation and Maintenance that are submitted through a Memorandum of Understanding.
8 Evaluate and approve Overtime Requests submitted by Districts.
9 Develop/Formulate environmental stewardship and strategic land management plans in accordance with industry best practices.
10 Ensure accounting control measures are in place for all Service Area assets and are strictly adhered to.
11 Ensure Park quality control inspections are conducted according to Divisional standard frequency.
12 Evaluate data submitted by Districts in reporting databases to ensure performance measures are met as required in the Budget Workbook.
13 Comply with all Environmental Management System policies, procedures, and obtain required Environmental Management Systems annual training.
14 Report all problems and safety issues to Assistant Director.
15 Report all accidents, incidents, and injuries to Assistant Director immediately.
16 Manage City of Dallas: Personnel Rules, Safety Rules, Administrative Directives, and Division General Rules through briefings, updates, coaching, rewards and progressive disciplinary actions.
17 Minimize all accidents, incidents, and injuries.
18 Manage and provide quality internal and external customer service.
19 Manage administrative duties such as Performance Appraisals, disciplinary actions, internal performance tracking, purchasing procedures, and contract compliance.
20 Manage and oversee Human Resource and personnel related matters that include hiring, disciplinary actions, investigation, payroll, and performance management.
21 Manage staff training and development.
22 Ensure staff complies with daily vehicle and equipment inspections to ensure proper and safe operation practices are being followed.
23 Identify and manage the opportunities for improving efficiency, service delivery methods, and procedures.
24 Manage the Work order program ensuring all scheduling is accurate and all work is accounted for.
25 Manage asset depreciation in accordance with budgeting strategies.
26 Assist in creating Maintenance, Operating, and Development agreements with other Departments, Divisions, and external partners.
Knowledge, Skills & Abilities
Minimum Qualifications
Five years of experience in administration, grounds maintenance, landscaping, athletic field maintenance, irrigation, horticulture or and/or forestry. 3 plus years of managing/supervising staff, can be concurrent.
Education
Bachelor’s Degree in Horticulture, Recreation, Leisure Services, Business Administration, Agronomy, Forestry or related field.
Equivalency
High school diploma or GED plus nine (9) years of the required experience including three (3) years of supervisory/management responsibilities will meet the education and experience requirements.
Salary Range
$81,127.23 - $101,409.04
