Overview
The Senior Project Manager - Aviation performs complex advanced and high level project management, oversight, and supervision for all airport maintenance work performed to ensure safety, security, and operational efficiency.
Essential Functions
1 Performs extensive and complex project management for all CIP and maintenance projects; ensures that
Dallas Love Field airfield is safe and in compliance with regards to FAR 139 compliant at all times; ensures the Runways, Taxiways, Runway Safety Areas within the AOA must remain in good standing with the Federal Aviation Administration (FAA).
2 Establishes short-, mid- and long-term goals and plans; develops and/or approves project schedules, priorities,
and standards for achieving goals; directs evaluation activities; oversees the preparation of management and productivity reports and studies; oversees special investigations, internal audits, and research studies.
3 Administers and oversees the painting and markings, snow and ice removal, landscaping, irrigation design installation, maintenance and programming, installing of Wrought Iron Security Fencing of airport, and inbound and outbound pavement markings and repairs; develops contracts with outside vendors as needed and serves as the main point of contact for project status and coordination.
4 Analyzes, evaluates, and ensures project goals are met in a timely manner and works to increase productivity; oversees the preparation of and evaluates, implements, and administers the department budget; oversees the planning, development, and operation of special projects or maintenance operations.
5 Communicates, collaborates, and closely works with various managers, contractors, and other vendors to determine construction issues and project impact on airport; works with managers and other personnel to limit effects of maintenance and repair work on the operational efficiency of the airport.
6 Manages and facilitates the procurement process for equipment, supplies, and materials; develops and implements budgets for all projects.
7 Represents the department at meetings and other high level conferences; assists and provides high level support in the event of emergencies and other situations.
8 Performs any and all other work as needed or assigned.
Knowledge And Skills
1 Knowledge of City and Airport organization, operations, policies, and procedures.
2 Knowledge of large scale project management practices, principles, and standards.
3 Ability to develop strategic goals and short, long, and mid range plans.
4 Ability to delegate, supervise, manage, and direct large scale maintenance operations including multiple managers, crews, ad personnel.
5 Ability to develop and implement short and long range plans, maintenance protocols, and operational efficiencies.
6 Ability to develop and implement budget strategically and effectively.
7 Ability to communicate effectively both orally and in writing with a wide variety of people.
8 Knowledge of Applicable laws, standards, and regulations relation to airport operations and safety precautions.
9 Ability to communicate via two way radio with the Federal Aviation Association FAA and Air Traffic Controller.
10 Establishing and maintaining effective relationships.

MINIMUM QUALIFICATION
Education
- Bachelor's degree in an engineering, architecture, science or business field.
- Seven (7) years of experience in public works OR construction project management and/or operations.
- Three (3) years of supervisory/project management experience which included responsibility for budget management and/or long-range planning. (This experience may be included in the required experience listed above.)
- High school diploma or GED plus eleven (11) years of the required experience including three (3) years of the stated supervisory/project management experience will meet the education and experience requirements.
- Associate degree in any field plus nine (9) years of the required experience including three (3) years of the stated supervisory/project management experience will meet the education and experience requirements.
- Bachelor's degree (or higher) in a non-specified field plus nine (9) years of the required experience including three (3) years of the stated supervisory/project management experience will meet the education and experience requirements.
- Master's degree (or higher) in a specified field plus five (5) years of the required experience including three (3) years of the stated supervisory/project management experience will meet the education and experience requirements.
- Valid driver's license with good driving record.
- Must pass Transportation Security Administration (TSA) background check.
- Movement Area Certification must be obtained within the six (6) months probationary period.
