The City of Danbury is announcing an Open Competitive Exam for the position of Engineer I
GENERAL DESCRIPTION OF DUTIES:
This is an experienced, senior level technical engineering position. Work involves the design, design review, evaluation, inspection, construction administration and other miscellaneous work related to public works projects such as streets, sidewalks, bridges, retaining walls, storm drainage, sanitary sewers, water mains, pumping stations, public buildings and school construction. Work also includes design reviews of streets, storm drainage, sanitary sewers, water mains, etc. proposed by private developers.
DUTIES AND RESPONSIBILITIES:
Including, but not limited to:
- Provides information to the general public in person and over the telephone with respect to public works facilities, projects, etc.
- Confers with builders, developers and engineers on city engineering and public works matters.
- Reviews and develops reports on plans referred by city agencies and commissions for comment and/or approval.
- Reviews work prepared by other personnel in department (reports, surveys, facilities design, calculations, etc.)
- Reviews and prepares review letters pertaining to proposed and as-built plans submitted by private practice engineers, architects and surveyors for public works related facilities and for some private developments.
- Reviews various legal documents, contracts and agreements as warranted.
- Reviews vendor, contractor, architect, engineer, etc., invoices as warranted.
- Field inspects various public works and private development projects.
- Attends meetings as warranted.
- Prepares and/or reviews assessments for public works improvements.
- Prepares designs related to Public Works projects.
KNOWLEDGE, SKILLS AND ABILITIES:
- Ability to prepare detailed designs of complex Public Works projects.
- Knowledge of the basic principles of civil engineering as they relate to public works projects.
- Knowledge of the methods, materials, and equipment common to public works construction.
- Knowledge of the principles, practices and application of engineering office administration and record keeping.
- Computer literacy required.
- Ability to establish and maintain effective working relationships with supervisors, associates, consultants, contractors and the general public.
- Ability to prepare clear and comprehensive reports.
- Ability to read and interpret a variety of technical engineering maps and plans.
- Ability to provide bookkeeping skills as warranted to track project costs and schedule.
- Ability to assume responsibility via Engineering stamp for design and preparation of plans, specifications and cost estimates.
- Ability to perform site inspections.
- AutoCAD experience required.
EXPERIENCE AND TRAINING:
- State of Connecticut Professional Engineer license required.
- Four or more years of civil engineering.
EDUCATION:
- Graduation from an accredited college or university with a Bachelor’s Degree in Civil Engineering.
- A Master’s Degree in Civil Engineering may be substituted for one year of work experience.
SUPERVISION RECEIVED:
Works under the direction of the City Engineer and Assistant City Engineer.
MISCELLANEOUS INFORMATION:
- Work location: Engineering Department, City Hall.
- Work hours: Monday through Thursday (37.5-hour work week) or as required for performance of job. (May be required to attend some night meetings, etc.)
- Appropriate office attire required.
- Must possess a valid driver’s license.
- City vehicles made available for meetings outside of City Hall.

1. Application Review
The Civil Service Commission is responsible for reviewing the applications to determine if they are complete and meet the minimum requirements for the position. The Commission will review all the applications for the position during their bi-weekly meetings following the closing date of the position.
If an application is accepted by the Civil Service Commission, then the applicant will be notified in writing and will be informed of the next step in the process. If the Commission does not accept an application, the applicant will also be notified in writing.
2. Testing
Once an application is accepted by the Civil Service Commission, the applicant will be notified in writing of the next steps in the testing process. Each test phase must be passed in order to continue to the next level of the selection process. The examination for this position will consist of the following parts:

It is the applicant’s responsibility to adhere to the City’s testing schedule. Unless otherwise stated, there will be no make-up examinations or alternative examination dates.
If an applicant fails the test, the applicant will be immediately eliminated from consideration for this hiring process.

Reasonable Accommodations in the testing process:
All requests for reasonable accommodations in the testing process along with medical documentation establishing the need for the accommodation must be submitted to the City of Danbury Human Resources Department no later than the closing date of applications.
3. The Eligibility List
A passing average score of “70” on the above test will place an applicant on the Eligibility List in rank order. The rank on this list is established according to the scores on the exam(s) indicated above plus any additional applicable seniority points awarded. The resulting list is then certified by the Civil Service Commission and will be used to fill vacancies as they occur, as per Civil Service Rules.
If the list is not exhausted, it remains in effect for one year. However, the Commission can decide to extend an eligibility list for one additional year.
Participation in the testing and recruitment process and/or placement on an eligibility list does not guarantee a continuance in the remainder of the hiring process nor does it imply or constitute an offer of employment.
4. Additional Testing Requirements
Once the eligibility list is certified, depending on the number of vacancies, candidates with the highest ranking on the list will be interviewed by a panel of City Officials. As future positions become available, applicants are interviewed from this list based on their ranking for as long as the list is active.
