The City of Danville is seeking a Human Relations Administrator who understands the importance of fostering a collaborative culture internally and externally.
This professional position directs the activities of the Danville Human Relations Commission and Human Relations Division. Enforces the equal opportunity laws established by the Human Relations Commission and City Council of the City of Danville. As the City Disadvantaged Business Enterprise Liaison Officer (DBELO), this position is responsible for implementing all aspects of the DBE program as needed and ensuring that the City of Danville complies with all provisions of 49 CFR Part 26.
Normal Work Hours: 8:00am to 4:30pm, Monday – Friday, subject to change
Salary Range: $80,925 - $121,387
Qualifications and Experience:
- A bachelor’s degree or higher in a relevant field is required. A bachelor’s degree in Human Relations, Human Resource Management and/or Legal Studies is preferred.
- Minimum of two years’ experience in Human Relations or closely related work.
- Experience as an EEO Investigator in the federal, state, or local sector, or completion of a minimum of ten (10) investigations.
- Human Resources, employee relations, and community outreach experience.
Required Knowledge and Skills: Employees must possess a basic working knowledge of the following skill sets along with the ability to demonstrate an improvement of these skills within 30 days of their start date.
- Computer skills including word processing, spreadsheets, and database development and use.
- Ability to maintain accurate records and confidential files relating to client records, to organize and prioritize a varied schedule of work activities.
- Knowledge of a local, state, and wide range of Title VII and related laws, rules, and regulations to provide comprehensive analysis of discrimination cases.
- Knowledgeable in investigative techniques regarding discrimination, police/citizens, and internal employee complaints.
Required Licenses: The person holding this position must have the following licenses or be able to obtain the same within 30 days of their start date:
- Illinois Class D Vehicle Operators License
Essential Duties and Responsibilities:
- Receives and investigates discrimination and other complaints as outlined in Chapter 95 of the Danville Code of Ordinances.
- Responsible for creating and updating the City’s Affirmative Action Plan (AAP) as outlined in Chapter 39 of the Danville Code of Ordinances.
- Serves on the MLK Committee (if the Committee so desires), helping plan programs and events.
- Coordinates and plans the Human Relations Commission’s Community Day, which includes fundraising for the event.
- Serves on the Vermilion County Unmet Needs Committee.
- Prepares and presents regular reports to the Human Relations Commission on the activities of the Division.
- Plans and implements informational and/or educational meetings/workshops as well as programs that promote better human relations in the community.
- Develops and manages the Division’s budget and submits applications for appropriate grants.

Residency Requirements: Employees of the City must establish their principal residence within forty-five (45) miles of the City of Danville corporate limits within six months following successful completion of their probationary period.

The City Council has adopted a “Code of Ethics” that is applicable to all employees and officers of the City. Department Heads are expected to live within five (5) miles of the corporate limits.
