Description
Provides leadership and performs managerial, planning, and administrative work functions associated with short-term and long-term operations, repair, and maintenance of the City’s water, wastewater treatment, natural gas, electric and telecommunications utilities. Serves as backup to Director of Utilities; fills in as primary decision-maker and contact in the absence of Director of Utilities; performs special projects and tasks; assists with strategic planning and budgeting; performs other administrative duties as needed in support of the department and Director of Utilities.

- Provides director with needed information and assistance in moving overall department vision and goals forward; assists director in day-to-day tasks.
- Provides clear and concise information through organization channels (up and down) as needed to inform subordinates and superiors of significant issues that arise; provide clear written and oral communications on all matters of concern.
- Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, recommending disciplinary action and complete employee performance evaluations.
- Assists with the department budget preparation for Director’s review for all subordinate divisions; monitors expenditures and revises operating budgets as needed.
- Responds to calls from the public concerning system problems, complaints, or emergency situations, dispatches service requests.
- Works with staff to ensure projects are executed successfully to meet budget and customer expectations; partners with vendors to identify new technologies that will save money and be more efficient.
- Review various contracts and agreements.
- Attends meetings and serves on committees.

Education and Experience
- Bachelor’s Degree in Engineering, Business, or Management, with seven to nine years of experience.
- An equivalent combination of education and experience may be considered in lieu of the specific requirements listed above.
Certifications/Licenses
- Valid Driver’s License with acceptable driving record according to City Criteria
